Dear Renter,<br />

Enclosed <strong>you</strong> will find a Rental Application, Hold Harmless Agreement, Rental Policy,<br />

Information and Fee Schedule for <strong>the</strong> Blueberry Hill Park Activity Center. Please read <strong>the</strong><br />

Rental Policy and review <strong>the</strong> Information and Fee Schedule before filling out <strong>the</strong> application.<br />

This will give <strong>you</strong> a better understanding of <strong>the</strong> rental requirements, how to fill out <strong>the</strong><br />

application and what <strong>you</strong>r total rental fee will include. After reviewing this information,<br />

determine <strong>you</strong>r needs and fill out <strong>the</strong> applicable parts of <strong>the</strong> Rental Application. If <strong>you</strong> <strong>have</strong><br />

chosen <strong>you</strong>r exclusive caterer, please include <strong>the</strong>ir name. If unknown at this time, please let us<br />

know at <strong>the</strong> time <strong>you</strong>r damage deposit is due. Return <strong>the</strong> completed Rental Application and<br />

Hold Harmless Agreement along with <strong>you</strong>r reservation deposit to:<br />

Reservation for <strong>the</strong> Activity Center will be made on a first come-first serve basis. Reservations<br />

will be recorded upon receipt of <strong>you</strong>r fee deposit, completed Rental Application and Hold<br />

Harmless Agreement. Remember <strong>you</strong> must submit two checks, one for <strong>you</strong>r reservation<br />

deposit and ano<strong>the</strong>r for <strong>the</strong> damage deposit. If <strong>you</strong>r event is scheduled between <strong>the</strong> end of<br />

August and <strong>the</strong> end of October, please try to carpool as <strong>park</strong>ing is limited due to <strong>the</strong> heavy<br />

volume of football traffic.<br />

RENTAL POLICY<br />

It is <strong>the</strong> responsibility of <strong>the</strong> clients to read all of <strong>the</strong> information in <strong>the</strong> following policy<br />

and related procedures.<br />

Section 1 Reservation Date: The signing of <strong>the</strong> Rental Agreement and payment of<br />

<strong>the</strong> required fee deposit ($100.00) for functions or ($50.00) fee deposit for<br />

hourly rental guarantees <strong>the</strong> reservation of <strong>the</strong> date of <strong>the</strong> event as set<br />

forth in <strong>the</strong> rental Agreement. Deposit checks are payable and mailed to:<br />

Borough of Franklin Park, 2344 West Ingomar Road, Pittsburgh, PA<br />

15237.<br />

Section 2 Rental Fees: See <strong>the</strong> Information and Fee Schedule included with <strong>the</strong><br />

Rental Policy. The Borough of Franklin Park reserves <strong>the</strong> right to adjust<br />

fees on an annual basis.<br />

Section 3 Final Rental Payment: The balance of <strong>the</strong> rental fee pursuant to <strong>the</strong><br />

Rental Policy is due no less than sixty (60) days prior to <strong>the</strong> event.<br />

Changes to <strong>you</strong>r contract cannot be made less than 60 days prior to <strong>you</strong>r<br />

event. NO EXCEPTIONS<br />

Section 4 Damage/Cleaning Deposit: A $300 damage/cleaning deposit must be<br />

submitted sixty (60) days prior to <strong>the</strong> event. This must be a separate<br />

check from <strong>the</strong> rental fee. If <strong>the</strong> Renter decides not to clean <strong>the</strong> facility<br />

$100.00 will be added to <strong>the</strong> rental fee. A separate damage deposit check<br />

for $200.00, dated <strong>the</strong> day of <strong>you</strong>r function must be submitted. This check<br />

will not be cashed provided <strong>the</strong> facility is not damaged. The Renter<br />

assumes all financial responsibility for any damage or loss to <strong>the</strong> facility<br />

rented. All rental parties are expected to leave <strong>the</strong> building and grounds<br />

clean and free of debris. Upon satisfactory inspection of <strong>the</strong> facility by <strong>the</strong><br />

designated representative of <strong>the</strong> Borough, <strong>the</strong> total amount will be<br />

refunded within one week of <strong>the</strong> event date. If <strong>the</strong> facility is found to be in<br />

an unsatisfactory condition, or if any damage has occurred, <strong>the</strong> renter will<br />

forfeit <strong>the</strong> entire amount of <strong>the</strong> damage deposit.<br />

Section 5 NSF Check Return Policy: Individuals who submit an NSF check will be<br />

contacted and requested to make prompt payments in cash. In addition to<br />

<strong>the</strong> payment, a $25 service charge will be due and collected at <strong>the</strong> time of<br />

payment. Failure to comply will result in loss of deposit and/or reservation<br />

date.<br />

Section 6 Cancellations:<br />

Written Cancellation - MORE THAN 60 DAYS Before Scheduled Event<br />

The Borough will refund <strong>the</strong> Renter 1/2 of <strong>the</strong> rental deposit.


Function Rate Refund $50.00<br />

Hourly Rate Refund $25.00<br />

Written Cancellation - LESS THAN 60 DAYS Before Scheduled Event<br />

No refund will be made unless <strong>the</strong> Borough is able to rent <strong>the</strong> facility on<br />

<strong>the</strong> same date AND for <strong>the</strong> same rental fee.<br />

In <strong>the</strong> event <strong>the</strong> Borough is able to rent <strong>the</strong> facility on <strong>the</strong> same date AND<br />

for <strong>the</strong> same rental fee, <strong>the</strong> Borough will refund <strong>the</strong> Renter <strong>the</strong> total Rental<br />

Fee paid to <strong>the</strong> Borough, less <strong>the</strong> Rental Deposit Fee.<br />

Function Rate Rental Deposit Fee $100.00<br />

Hourly Rate Rental Deposit Fee $ 50.00<br />

In <strong>the</strong> event <strong>the</strong> Borough is NOT able to rent <strong>the</strong> facility on <strong>the</strong> same date<br />

AND for <strong>the</strong> same rental fee, <strong>the</strong> Renter forfeits <strong>the</strong> entire Rental Fee to<br />

<strong>the</strong> Borough. No refund will be issued.<br />

Section 7 Nature of <strong>the</strong> Event and Activity: The nature of <strong>the</strong> event and related<br />

<strong>activity</strong> are limited to <strong>the</strong> events described in <strong>the</strong> Rental Policy. Any event<br />

beyond that selection will be subject to additional fee or eviction from <strong>the</strong><br />

facility.<br />

Section 8 Facility Rental: Refer to Information and Fee Schedule for use of items<br />

included in rental fee. Use of <strong>the</strong> lower floor (Rec Center) may be<br />

reserved at <strong>the</strong> hourly rate between 9:00 AM –3:00 PM any day, subject<br />

to availability.<br />

Section 9 Licensee: Renter, and his/her/its guest, invitees and members stand as<br />

licensees in respect to <strong>the</strong> Borough.<br />

Section 10 Conduct of Guests: Renter agrees to conduct <strong>the</strong> Event in an orderly<br />

manner in full compliance of <strong>the</strong>se policies, rules and regulations of <strong>the</strong><br />

Borough. The Renter is solely responsible for his/her/its, invitees, and<br />

members and <strong>the</strong>ir compliance with <strong>the</strong>se policies, rules and regulations<br />

of <strong>the</strong> Borough. The Borough reserves <strong>the</strong> right to expel any Renter from<br />

<strong>the</strong> Park in <strong>the</strong> event that <strong>the</strong>se policies, rules and regulations of <strong>the</strong><br />

Borough are violated in connection with <strong>the</strong> Event (with full forfeiture of<br />

any rental fees and damage deposit). The Renter may also be subject<br />

to fines and liability for any such violations.<br />

Section 11 Number of Guests: Renter and his/her/its guests, invites and members<br />

must adhere to <strong>the</strong> posted room capacity/maximum occupancy limits for<br />

<strong>the</strong> Activity Center.<br />

Section 12 Smoking: No Smoking is permitted in <strong>the</strong> Activity Center. All discarded<br />

cigarettes, cigars, or cleaning of pipes, must be fully extinguished and<br />

placed in a safe container designed for that purpose outside of <strong>the</strong><br />

building.


Section 13 Parking: All vehicles must <strong>park</strong> in <strong>the</strong> upper lot. In compliance with ADA<br />

federal regulations, handicapped <strong>park</strong>ing is available in close proximity to<br />

<strong>the</strong> upper and lower level entrances. Wedding vehicles may be driven to<br />

<strong>the</strong> front doors for drop off and pick up reasons only. Extended <strong>park</strong>ing in<br />

front of <strong>the</strong> entryway is not permissible.<br />

Section 14 Deliveries: Deliveries to <strong>the</strong> Activity Center will be permitted for purposes<br />

of drop off or pick up only; unless written permission be granted by a<br />

designated representative of <strong>the</strong> Borough.<br />

Section 15 Food Service/Caterer: In connection with all Events involving kitchen<br />

food service, here is a suggested list of caterers approved by <strong>the</strong> Borough.<br />

You are not required to use this list.<br />

Certain kitchen equipment may be subject to restricted use. When <strong>the</strong><br />

self-cook option is chosen, <strong>the</strong> cleaning of <strong>the</strong> kitchen is <strong>the</strong> Renter’s<br />

responsibility. Kitchen must be cleaned even if <strong>you</strong> <strong>have</strong> opted not to<br />

clean <strong>the</strong> facility.<br />

Section 16 Alcohol: The Renter is solely responsible and legally liable for serving<br />

alcohol to his/her or its invitees and guests in connection with <strong>the</strong> Event<br />

and is subject to <strong>the</strong> provisions of Section 10 above. The dispensing of<br />

alcoholic beverages is limited to 5 hours and is strictly forbidden<br />

during <strong>the</strong> last hour. All alcoholic beverages must be consumed<br />

inside <strong>the</strong> Activity Center or on <strong>the</strong> attached deck. Alcoholic<br />

beverages consumed in any o<strong>the</strong>r area or <strong>park</strong> grounds, will subject<br />

<strong>the</strong> Renter and individual violator to fines and penalties as<br />

prescribed in <strong>the</strong> Franklin Park Borough Code or in applicable State<br />

Statutes. Violators will be prosecuted to <strong>the</strong> fullest extent possible.<br />

Renters may NOT charge or collect fees for service or provisions of<br />

alcohol at an Event. All alcoholic beverages must be distributed in nonbreakable<br />

containers. Any individuals consuming alcohol must be 21<br />

years of age or older. Beer trucks are not permitted on any Park Property.<br />

Alcoholic beverages are not permitted in <strong>the</strong> Rec Center.<br />

Section 17 Children Attending Events: Adults supervision, by <strong>the</strong> Renter, of all<br />

children in attendance at Events is required at all times.<br />

Section 18 Decorations and signage: All decorations must be restricted to <strong>the</strong><br />

tables and/or be free standing. Helium balloons and confetti are not<br />

permitted in <strong>the</strong> building at any time. Use of unusual decorations must<br />

be approved by <strong>the</strong> Borough. Nothing may be affixed to walls or ceiling<br />

except on designated hooks installed by <strong>the</strong> Borough. Candles must be<br />

enclosed. Only tape is permitted to secure tablecloths, and string to<br />

secure decorations to designated hooks. In <strong>the</strong> event that <strong>you</strong>r group’s<br />

function requires signage, it must be approved by a designated<br />

representative of <strong>the</strong> Borough. All decorations and signage must be<br />

removed immediately following <strong>the</strong> Event.<br />

Section 19 Renter Admissions Fees: The Renter is strictly prohibited from<br />

collecting an admission fee for any purpose on <strong>the</strong> premises.<br />

Section 20 Extra Provisions: Additional chairs, tables, tents, equipment etc. must<br />

be discussed and approved in writing prior to <strong>the</strong> Event by a designated<br />

representative of <strong>the</strong> Borough.<br />

Section 21 Litter Provisions: Litter, including without limitation, <strong>the</strong> throwing of<br />

confetti, artificial petals, glitter, rice, or releasing helium balloons, is strictly<br />

prohibited.<br />

Section 22 Photography: Franklin Park Borough reserves <strong>the</strong> right to photograph<br />

events for promotional purposes.<br />

Section 23 Reservation: The Borough reserves <strong>the</strong> right to amend <strong>the</strong>se policies at<br />

any time, and Renters shall be bound by <strong>the</strong> policies in effect at <strong>the</strong> time<br />

of <strong>the</strong> Event.<br />

Section 24 Indemnification Form: Please make reference to <strong>the</strong> enclosed Rental<br />

Application. Sign and return with fee deposit to secure <strong>you</strong>r reservation.<br />

FACILITY RENTAL INCLUDES:<br />

Interior Amenities - Full use of upper floor of <strong>activity</strong> <strong>center</strong>, handicapped<br />

accessible restrooms, coat closet, tables and chairs, heated/air conditioned and<br />

ceiling fans. The kitchen includes: stove, warming oven, refrigerator, ice maker,<br />

serving counter and microwave. Rec Center may be used, but <strong>you</strong> do not <strong>have</strong><br />

exclusive rights. It is open to <strong>the</strong> public.<br />

Exterior Amenities - Large deck, playground, basketball court, jogging track, sand<br />

volleyball court, bocce ball court, horseshoe pit and ball fields. These facilities<br />

are available to be used if not in use by o<strong>the</strong>r permit holders.


RATES:<br />

Hourly Rate: Monday through Friday from 9:00 AM to 10:00 PM<br />

Saturday, Sunday or Legal Holiday from 9:00 AM to 1:00 PM<br />

Available for smal children’s birthday parties, meetings or<br />

similar activities. Minimum 2 hours - Maximum 4 hours.<br />

Over 4 hours charged full function rate. One-half (1/2) hour<br />

set up time.<br />

$50.00/hour with kitchen-plus $300.00 damage deposit<br />

Function Rate: Available for graduation parties, weddings, family reunions,<br />

socials, large meetings, etc. Function rate is up to 6 hours<br />

plus set-up time. Set up time is limited to a 2-hour period<br />

prior to wedding events and 1 hour prior to o<strong>the</strong>r events.<br />

Additional hours may be added to an event at <strong>the</strong><br />

appropriate hourly rate.<br />

ADDITIONAL FEES:<br />

Bar must close one hour prior to <strong>the</strong> end of <strong>the</strong> event.<br />

Music must end 1/4 hour prior to <strong>the</strong> end of <strong>the</strong> event.<br />

Guests must be out of <strong>the</strong> building 15 minutes after <strong>the</strong> end<br />

of <strong>the</strong> event. Cleanup must be completed within one (1)<br />

hour of <strong>the</strong> end of <strong>the</strong> event. Failure to comply with <strong>the</strong>se<br />

rules will result in forfeiture of damage deposit.<br />
