Sampling content<br />

When numerous st<strong>and</strong>ards have been developed it is impossible for tests to assess all of the st<strong>and</strong>ards every<br />

year, so the tests sample the content, i.e. measure some but not all the st<strong>and</strong>ards every year. Content st<strong>and</strong>ards<br />

cannot be reliably assessed with only one or two items so the decision to assess one content st<strong>and</strong>ard often requires<br />

not assessing another. This means if there are too many content st<strong>and</strong>ards a significant proportion of them are not<br />

measured each year. In this situation, teachers try to guess which content st<strong>and</strong>ards will be assessed that year <strong>and</strong><br />
