Actions to Reduce <strong>Emissions</strong> - Any applications <strong>of</strong><br />

technologies or practices that contribute to reducing<br />

pollutant releases to <strong>the</strong> environment.<br />

Active Operation - activity capable <strong>of</strong> generating<br />

fugitive dust, including any open storage pile,<br />

earthmoving activity, construction/demolition<br />

activity, disturbed surface area, and non-emergency<br />

movement <strong>of</strong> motor vehicles on unpaved roadways<br />

and parking lots.<br />

Anemometer – device used to measure wind speed<br />

and direction.<br />

Apron – material (e.g., asphalt, gravel) that covers a<br />

distance <strong>of</strong> <strong>the</strong> path travelled by construction vehicles<br />

at <strong>the</strong> entry/exit points from construction sites.<br />

Asphalt – a brownish-black solid or semisolid<br />

mixture <strong>of</strong> bitumen obtained from native deposits or<br />

as a petroleum by-product and used in ro<strong>of</strong>ing and<br />

road building.<br />

Bulk Material - any material including but not<br />

limited to earth, rock, silt, sediment, sand, gravel,<br />

soil, fill, aggregate less than 2 inches in length or<br />

diameter, dirt, mud, demolition debris, trash, cinders,<br />

pumice, saw dust and dry concrete, which are<br />

capable <strong>of</strong> producing fugitive dust at a construction<br />

site.<br />

Coal Tar Pitch – a thick, dark, and sticky substance<br />

obtained from <strong>the</strong> distillation residue <strong>of</strong> coal tar.<br />

<strong>Construction</strong> Activities – any on-site activities<br />

preparatory to or related to <strong>the</strong> building, alteration,<br />

rehabilitation or improvement <strong>of</strong> property, including,<br />

but not limited to <strong>the</strong> following activities: grading,<br />

excavation, trenching, loading, vehicular travel,<br />

crushing, blasting, cutting, planning, shaping,<br />

breaking, equipment staging/storage areas, weed<br />

abatement activities or adding or removing bulk<br />

materials from storage piles.<br />

Cutback Asphalt – asphalt cement that has been<br />

liquefied by blending with petroleum solvents<br />

(diluents). Upon exposure to atmospheric conditions,<br />

<strong>the</strong> diluents evaporate, leaving <strong>the</strong> asphalt cement to<br />

per<strong>for</strong>m its function.<br />

Glossary <strong>of</strong> Terms<br />

Demolition Activities – <strong>the</strong> wrecking or taking out<br />

<strong>of</strong> any load-supporting structural member <strong>of</strong> a<br />

structure or building and related handling operations<br />

or <strong>the</strong> intentional burning <strong>of</strong> any structure or<br />

building.<br />

Disturbed Surface Area – portion <strong>of</strong> <strong>the</strong> earth’s<br />

surface having been physically moved, uncovered,<br />

destabilized, or o<strong>the</strong>rwise modified from its<br />

undisturbed natural condition, <strong>the</strong>reby increasing <strong>the</strong><br />

potential <strong>for</strong> emission <strong>of</strong> fugitive dust. Disturbed<br />

surface area does not include areas restored to a<br />

natural state with vegetative ground cover and soil<br />

characteristics similar to adjacent natural conditions.<br />

Dust <strong>Emissions</strong> - Releases to air <strong>of</strong> fine particulate<br />

matter (usually PM10, PM2.5)<br />

Dust Generating Operation - any activity capable <strong>of</strong><br />

generating fugitive dust, including but not limited to,<br />

land clearing, earthmoving, weed abatement by<br />

discing or blading, excavating, construction,<br />

demolition, material handling, storage and/or<br />

transporting operations, vehicle use and movement,<br />

<strong>the</strong> operation <strong>of</strong> any outdoor equipment or unpaved<br />

parking lots.<br />

Dust Suppressant – water, hygroscopic materials, or<br />

non-toxic chemical stabilizers used as soil treatment<br />

to reduce fugitive dust emissions.<br />

Earthmoving Operation – <strong>the</strong> use <strong>of</strong> any equipment<br />

<strong>for</strong> an activity which may generate fugitive dust, such<br />

as, but not limited to, cutting and filling, grading,<br />

levelling, excavating, trenching, loading or<br />

unloading <strong>of</strong> bulk materials, demolishing, blasting,<br />

drilling, adding to or removing bulk materials from<br />

open storage piles, back filling, soil mulching,<br />

landfill operations, or weed abatement by discing or<br />

blading.<br />

Emulsified Asphalt – an emulsion <strong>of</strong> asphalt cement<br />

and water that contains a small amount <strong>of</strong> an<br />

emulsifying agent. It is a heterogeneous system<br />

containing two normally immiscible phases (asphalt<br />

and water) in which <strong>the</strong> water <strong>for</strong>ms <strong>the</strong> continuous<br />

phase <strong>of</strong> <strong>the</strong> emulsion and minute globules <strong>of</strong> asphalt<br />

<strong>for</strong>m <strong>the</strong> discontinuous phase.<br />
