Freeboard - <strong>the</strong> vertical distance between <strong>the</strong> top<br />

edge <strong>of</strong> a cargo container area and <strong>the</strong> highest point<br />

at which <strong>the</strong> bulk material contacts <strong>the</strong> sides, front<br />

and back <strong>of</strong> <strong>the</strong> container.<br />

Fugitive Dust – any particulate matter becoming<br />

airborne, o<strong>the</strong>r than being emitted from an exhaust<br />

stack, directly or indirectly as a result <strong>of</strong> human<br />

activity.<br />

Gravel Pad - a layer <strong>of</strong> washed gravel, rock or<br />

crushed rock which is at least one inch or larger in<br />

diameter, maintained at <strong>the</strong> point <strong>of</strong> intersection <strong>of</strong> a<br />

paved public roadway and a work site or source<br />

entrance to dislodge mud, dirt and/or debris from <strong>the</strong><br />

tire <strong>of</strong> <strong>the</strong> motor vehicles or haul trucks prior to<br />

leaving <strong>the</strong> work site.<br />

Grizzly - a device maintained at <strong>the</strong> point <strong>of</strong><br />

intersection <strong>of</strong> a paved public roadway and a work<br />

site or source entrance to dislodge mud, dirt and/or<br />

debris from <strong>the</strong> tires <strong>of</strong> <strong>the</strong> motor vehicles or haul<br />

trucks prior to leaving <strong>the</strong> work site.<br />

Haul Truck - any fully or partially open-bodied self<br />

propelled vehicle including any non-motorized<br />

attachments, such as but not limited to trailers or<br />

o<strong>the</strong>r conveyances which are connected to or<br />

propelled by <strong>the</strong> actual motorized portion <strong>of</strong> <strong>the</strong><br />

vehicle used <strong>for</strong> transporting bulk material.<br />

High Wind Conditions – when instantaneous wind<br />

speeds exceed 25 mph (40 kph).<br />

Inactive Disturbed Surface Area – any disturbed<br />

surface area upon which active operations have not<br />

occurred or are not expected to occur <strong>for</strong> a period <strong>of</strong><br />

10 consecutive days.<br />

Microgram (μg) – a metric unit <strong>of</strong> mass equal to<br />

one-millionth <strong>of</strong> a gram.<br />

Micron - a metric unit <strong>of</strong> length equal to one<br />

millionth <strong>of</strong> a meter or 1/100th <strong>the</strong> width <strong>of</strong> a human<br />

hair.<br />

Off-road Vehicle - any self-propelled conveyance<br />

specifically designed <strong>for</strong> <strong>of</strong>f-road use, including not<br />

limited to, bulldozers, loaders, excavators, graders,<br />

<strong>of</strong>f-road trucks, <strong>for</strong>klifts, all-terrain vehicles, utility<br />

vehicles, snow blowers and portable generator sets. A<br />

Opacity - <strong>the</strong> degree to which emissions reduce <strong>the</strong><br />

transmission <strong>of</strong> light and obscure <strong>the</strong> view <strong>of</strong> an<br />

object in <strong>the</strong> background.<br />

Open Storage Pile – any accumulation <strong>of</strong> bulk<br />

material with 5% or greater silt content not fully<br />

enclosed, covered or chemically stabilized, and<br />

attaining a height <strong>of</strong> three feet or more and a total<br />

surface area <strong>of</strong> 500 or more square feet.<br />

Particulate Matter (PM) – <strong>the</strong> term <strong>for</strong> particles<br />

found in <strong>the</strong> air, including dust, dirt, soot, smoke,<br />

and liquid droplets. Some particles are large or dark<br />

enough to be seen as dust or smoke. O<strong>the</strong>rs are so<br />

small that individually <strong>the</strong>y can only be detected with<br />

an electron microscope.<br />

PM10, - particulate matter that is less than 10<br />

microns in diameter.<br />

PM2.5 - particulate matter that is less than 2.5<br />

microns in diameter.<br />

Power Take-<strong>of</strong>f Equipment - an accessory that is<br />

mounted onto a transmission, allowing power to be<br />

transferred outside <strong>the</strong> transmission to a shaft or a<br />

driveline. Some examples <strong>of</strong> vehicles with power<br />

take-<strong>of</strong>f equipment are cement mixers, trucks with<br />

hydraulic winches, car carriers, mobile cranes and<br />

sewer cleaning trucks.<br />

Porosity –<strong>the</strong> fabric or materials <strong>of</strong> <strong>the</strong> fence/barrier<br />

will be greater than 50% <strong>of</strong> <strong>the</strong> entire surface area.<br />

The holes in <strong>the</strong> fence/barrier will be less than 50%<br />

<strong>of</strong> <strong>the</strong> entire surface area.<br />
