Lori Lovgren

As a Division Executive for State Relations, Lori Lovgren manages regulatory affairs in all states. Prior to joining NCCI,
she was an insurance regulatory attorney with the law fi rm of Adorno & Zeder, P.A., in Fort Lauderdale, FL, and has
worked with state and federal regulators as an insurance carrier representative to resolve insurance issues.
Ms. Lovgren earned her juris doctor degree from the University of Richmond and a Bachelor of Arts degree
in philosophy from the College of William and Mary. She is also designated as a Certifi ed Property Casualty
Underwriter and a member of the CPCU Society.
David Deitz, MD, Ph.D.

Dr. David Deitz is responsible for medical review operations and medical networks for Liberty Mutual’s workers
compensation business nationwide. A graduate of the University Of Miami School Of Medicine, Dr. Deitz completed
post-graduate training at Miami and Harvard Medical School, and has 25 years’ experience in managed medical
care, guidelines development, healthcare outcomes evaluation and reporting, and utilization management
systems in both workers compensation and group health. Prior to joining Liberty Mutual, he worked in the private
sector overseeing content development of managed care software and reporting systems that were successfully
deployed at many group health and workers’ compensation insurers. At Liberty Mutual, he oversees a staff of
Regional Medical Directors and is also responsible for Liberty’s preferred provider and specialty networks, including
pharmacy. He is board-certifi ed in Internal Medicine and has practiced both Emergency and Internal Medicine. Dr.
Deitz has sought to make Liberty Mutual a leader in promoting best medical practices and high quality care for
injured workers; he and his staff have worked with employers, labor, state regulators and lawmakers in over 20 states
on reform efforts, and have served on a number of task forces and committees nationwide.
Joseph Paduda

Joseph Paduda, the principal of Health Strategy Associates, is a nationally recognized expert in medical management
in workers’ compensation with deep experience in medical and pharmacy services. He is also president of
CompPharma, LLC, and a trade association of workers’ compensation pharmacy benefi t managers.
In addition to consulting with managed care organizations, employers, health care providers, and insurers, Health
Strategy Associates conducts regular surveys on managing work comp pharmacy costs, utilization review, bill review
systems, and claims systems. Mr. Paduda is also the prolifi c author of the controversial www.ManagedCareMatters.
com blog. He is a founder of HealthWonkReview.com, a collaborative blog on health care policy.
Mr. Paduda is a popular speaker who is particularly adept at converting raw data into valuable, manageable
knowledge that organizations can use to develop and refi ne their medical management programs. He was the 2012
keynote speaker the Workers’ Compensation Institute’s conference and the 2011 keynoter of the National Workers’
Compensation and Disability Conference. Mr. Paduda frequently speaks at industry conferences, including the
International Association of Industrial Accident Boards (IAIABC) and the American Insurance Association. IAIABC
