Public Assistance Programs: The State Department <strong>of</strong> Public Health and Human Services administers a<br />
number <strong>of</strong> programs aimed at helping low-‐income <strong>Montana</strong>ns move out <strong>of</strong> poverty and become self-‐<br />
sufficient.<br />
Child Care Assistance: The department <strong>of</strong>fers "Best Beginnings" child-‐care scholarships to qualified low-‐<br />
income families who send children to licensed child-‐care centers, registered group or family child-‐care<br />
homes, or legally unregistered child-‐care providers. Scholarships are available to low-‐income working<br />
families and families who get cash assistance through the Temporary Assistance for Needy Families (TANF)<br />
program.<br />
Children's Health Insurance Plan (CHIP: CHIP is a low-‐cost, private health insurance plan that provides<br />
coverage for eligible <strong>Montana</strong> children up to age 19.<br />
To be eligible, a child must:<br />

Energy Assistance: The department <strong>of</strong>fers two programs aimed at helping low-‐income individuals reduce their<br />
heating costs. The Weatherization Program helps participants to improve the heating efficiency <strong>of</strong> their<br />
homes thus reducing their energy consumption. The Low Income Energy Assistance Program (LIEAP) pays<br />
part <strong>of</strong> winter energy bills for eligible people. Most utilities <strong>of</strong>fer discounts to LIEAP recipients.<br />
Medicaid<br />
<strong>Montana</strong> Medicaid is a joint federal-‐state program that pays for a broad range <strong>of</strong> medically necessary health<br />
care and long-‐term care for eligible low-‐income <strong>Montana</strong>ns. Applicants must be <strong>Montana</strong> residents and U.S.<br />
citizens (or qualified non-‐citizen), and must fall into one <strong>of</strong> the following groups:<br />
Parents or other related adults with dependent children under age 19<br />

Pregnant women<br />
Women diagnosed with breast or cervical cancer or pre-‐cancer<br />
People aged 65 or older<br />
People who are blind or disabled (using Social Security criteria)<br />
Medicaid recipients receive either full or basic Medicaid coverage based on which eligibility group they fall<br />
into. Those who are eligible for full coverage are able to get coverage for all services that Medicaid covers,<br />

Supplemental Nutrition Assistance Program (SNAP): The program mission is to provide supplemental food<br />
assistance to low income people and improve the nutrition, health, and well being <strong>of</strong> SNAP recipients. The<br />
program was previously known as the Food Stamp Program.<br />
Temporary Assistance for Needy Families (TANF): TANF provides temporary financial assistance to needy<br />
families. A household may receive TANF benefits for no more than 60 months.<br />
Those who may be eligible for TANF benefits are:<br />
Minor children.<br />
Certain relatives with whom minor children are living, including siblings.<br />
Women in their last trimester <strong>of</strong> pregnancy who have no other eligible children.<br />
Refugees with minor dependent children.<br />
WIC: The goal <strong>of</strong> the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is to<br />
give children the best possible start in life by ensuring that they get proper nutrition both in utero and during<br />
their preschool years. The program provides nutritious foods, such as iron-‐fortified cereal, milk, eggs, peanut<br />
butter, and dried beans, as well as formula for mothers who choose not to breastfeed. It also provides<br />
nutrition education to improve eating behavior.<br />
To qualify for WIC, applicants must be either:<br />
A woman who is pregnant, breastfeeding, or recently had a baby.<br />
A child up to age 5.<br />
In all cases, applicants must meet income guidelines, and a health pr<strong>of</strong>essional must consider<br />

Family Promise <strong>of</strong> <strong>Gallatin</strong> Valley in <strong>Montana</strong> is the only non-‐pr<strong>of</strong>it network <strong>of</strong> diverse faith<br />
organizations working together to help <strong>Gallatin</strong> Valley’s homeless families with children. Each<br />
congregation provides shelter and meals, while each family is assisted by their pr<strong>of</strong>essional social<br />
workers in finding and implementing lasting solutions to their unique situation. Based on a national<br />
program, FPGV is over 80% successful in getting families into stable housing and effective<br />
employment.<br />

Host & Partner Congregations<br />
About four to six times a year, for one week at a time, Host Congregations supported by<br />
volunteers from Partner Congregations provide overnight lodging, meals (supper, breakfast, and<br />
brown-‐bag lunch), and hospitality. Hosting rotates among the eight to thirteen Host<br />
Congregations in the Network, that provide lodging for three to four families (up to 12<br />
individuals) from 5:30 p.m. to 7:30 a.m. the next morning.<br />
Family Center at Canterbury House<br />
Each day from 7:30 a.m. to 5:30 p.m., guests use the Family Center at Canterbury House on South<br />
Tracy Avenue for pre-‐school children, receive counseling from the Director, seek employment,<br />
and arrange appointments to implement the program. Many guests are employed and leave to go<br />
to work during the day. During the school year, children leave the center during the day to attend<br />
school. The Family Center provides guests with a mailing address and a home base from which to<br />
conduct their housing search. The Executive/Network Director’s <strong>of</strong>fice is at the Family Center.<br />
