4. Documentation<br />
Suppliers of energy and related services are the most<br />
important informational source for this Indicator. Other<br />
information can be obtained from invoices, measured (or<br />
calculated) heat/fuel accounting, estimations, defaults,<br />
etc. Besides default data drawn from the International<br />
Energy Agency (IEA), information can be obtained from<br />
the annual reports submitted by governments to the<br />
United Nations Framework Convention on Climate<br />
Change (UNFCC). These reports will detail country<br />
energy use and associated emissions for country specific<br />
defaults, etc.<br />
