Summary Damage, Loss, and Needs Assessment for Recovery and Reconstruction: <strong>Madagascar</strong> 217<br />

The Ministry of Energy and Mining is responsible for Water and Sanitation under the Water and<br />

Sanitation Program (WATSAN). This program receives general budget support from donors such<br />

as the World Bank. Other donors and NGOs (such as CARE and UNICEF) are active in the water<br />

and sanitation sector, particularly during the humanitarian phase. FID has extensive postcyclone<br />

reconstruction experience in the sector, managing small, high intensity labor<br />

reconstruction works.<br />

The Government has made a commitment of Ar. 2.3 million (US$1.4 million) to fund water and<br />

sanitation reconstruction needs. An additional Ar. 5.9 billion (US$3.6 million) is expected to be<br />

included in a separate UN early recovery appeal.<br />

It is proposed that the Call for Funds under <strong>GFDRR</strong> include an allocation of Ar. 6.9 million<br />

(US$4.2 million) to cover funding the reconstruction of 460 wells, 100 gravity water systems,<br />

and the rehabilitation of about 15 km of rain and wastewater drains.<br />

The reconstruction works would be managed by FID, under its established high intensity labor<br />

post-cyclone procedures, which are acceptable to the Bank.<br />

Transportation Sector<br />

The total reconstruction and recovery needs for the Transportation and Public Works sector are<br />

estimated to be Ar. 110.9 billion (US$67.2 million, see Transportation Annex). This includes the<br />

reconstruction of major bridges and rehabilitation of roads damaged by the cyclones (Ar. 108.4<br />

billion, or US$65.7 million); rehabilitation of rail transport over both the southern and northern<br />

railway lines (Ar. 2.0 billion, US$1.2 million); dredging a transportation canal (Ar. 3.3 million,<br />

US$2,000); rehabilitation of two small airports (in Analanjirofo and Atsinanana) at a cost of Ar.<br />

0.4 billion (US$0.2 million); and rehabilitation of maritime transport installations in Atsinanana<br />

(Ar. 83 million or US$51,000).<br />

The Ministry of Public Works is responsible for the design and rehabilitation of all roads and<br />

bridges. The Ministry of Transportation is responsible for all rail, river, air and maritime<br />

transportation. The <strong>Madagascar</strong> Road Authority (ARM) oversees most road and bridge<br />

construction works and supervises current construction of roads and bridges.<br />

The Transportation Program is supported by the European Commission, the World Bank, the<br />

African Development Bank and the Arab Bank for Economic Development in Africa (BADEA).<br />

The donors follow an agreed work schedule with the Ministries concerned which no longer<br />

depend on Project Implementation Units (through recent institutional reforms they have built<br />

their own institutional capacity for project execution).<br />

The Ministry of Public Works has committed Ar. 17.4 billion (US$10.5 million) to the<br />

rehabilitation of the transportation infrastructure damaged by the cyclones. The Ministry of<br />

Transportation has made a commitment of Ar. 70.3 million (US$42,600) to the repair of rail<br />

transport. Donor commitments are estimated to be Ar. 47.0 billion (US$28.4 million), mainly
