FOR<br />

Notice Inviting Bids for engagement of an Architect for developing the<br />

Township complex for Bajoli Holi HE Project (180 MW) in Dist. Chamba,<br />

Himachal Pradesh<br />

(LOCAL COMPETITIVE BIDDING)<br />

NIB: GBHHPL/Township/Architect Date: 10 th October 2011<br />

<strong>GMR</strong> Bajoli Holi Hydro Power Private Limited (hereinafter referred to as<br />

“EMPLOYER/GBHHPL”) is setting up 180 MW Bajoli Holi Hydro-electric Project (hereinafter<br />

called “Project”) in Chamba district of Himachal Pradesh, India. The Employer intends to<br />

engage a reputed Architect (hereinafter called “Architect”) for planning, designing, tendering<br />

and estimation of the works, preparation of BOQ, Drawings, supervision of the services<br />

provided for the proposed Construction of Township Development (Residential and nonresidential<br />

buildings, Office Complex, Land scaping and other allied facilities) for Bajoli Holi<br />

HEP and accordingly invite Bids [hereinafter referred to as “Proposal(s)”, or “Bid(s)” or<br />

“Offer(s)”] from experienced and reputed Architects/firms (hereinafter called Bidders) as per<br />

the followings.<br />

1. Notice Inviting Bids<br />

Employer/GBHHPL invites sealed bids from qualified bidders under the Local<br />

competitive Bidding Procedure for the Architecting, planning, designing, supervision,<br />

tendering and estimation works for the proposed Construction of Township<br />

Development (Residential and non-residential buildings, Office Complex, Land<br />

scaping and other allied facilities) for the Project as detailed in the “Scope of Work –<br />

Annexure 1” to the Bidding Documents.<br />

2. Time for Completion – Twenty Four (24) months from the effective date of Contract.<br />

3. Bidding Schedule:- Important milestones set for the subject Bidding are as under<br />

Sale of bid documents : 15.10.11 to 21.10.11<br />

Pre-Bid Meeting : 24.10.2011<br />

Last Date of Bid Submission : 03.11.2011 (up to 1500 Hrs.)<br />

4. Bid Security - Bids must be accompanied by Bid Security for an amount of Indian<br />

Rupees (INR) – 30,000/- (Indian Rupees Thirty Thousand only) in the form of<br />

Demand Draft drawn in favour of <strong>GMR</strong> Bajoli Holi Hydro Power Private Limited,<br />

payable at Bangalore or Holi. The Bids shall be valid for a period of 60 days from the<br />

last date of submission of Bids. The bid not accompanied by the bid security shall be<br />

rejected as non-responsive.<br />

5. The site details/location<br />

The Bajoli Holi Hydro-electric Project is located in Chamba District of Himachal<br />

Pradesh. The project power house site is located near village Holi which about 200<br />

Km from Pathankot and about 80 Km from district head quarter Chamba. The<br />

nearest broad-gauge railhead is at Pathankot.<br />

6. Bidding Documents<br />

Interested qualified bidders may obtain a complete set of Bid Documents (soft copy<br />

in PDF format) on submission of written request and at free of cost from the<br />

Employer’s Address (for Submission of the Bid) mentioned below.<br />

Bidding Documents can also be sent by courier for reputed known bidders. Employer<br />

will not be responsible for any delay, loss or any other damage to the<br />

documents/discs in such case. Bid documents issued are not transferrable. Employer<br />

reserves the right not to issue the bid documents to any of the bidders without<br />

assigning any reason.<br />

7. Qualification Criteria- This NIB is subject to the Bidder meeting the Qualification<br />

Criteria as stipulated in the “RFQ Document-Annexure 2 of the Bidding Documents”.<br />

It is the responsibility of the Bidder to read the RFQ document and assess that they<br />

meet the Qualification Criteria before submitting the Bid. Bids of only those bidders,<br />

who meet the Qualification Criteria, shall be considered for further evaluation by the<br />

Employer.<br />

8. Employer’s right to reject any or all Bids - The Employer reserve the right to reject<br />

any or all of the Bids or cancel/withdraw the NIB without assigning any reason<br />

whatsoever and in such case no bidder/intending bidder shall have any claim arising<br />

out of such action.<br />

9. This Notice Inviting Bids extended through website or written communication or by<br />

any other means, and issuance of Bidding Documents as per para 6.0 above shall<br />

not be construed to mean that the prospective bidders to whom the notice inviting<br />

bids has been extended and/or Bidding Documents have been issued is deemed to<br />

be an eligible bidder. The eligibility of the bidders shall be determined as per the<br />

provisions of Bidding Documents.<br />
