Inácio Monteiro. This complex was built in the district<br />
<strong>of</strong> Guaianazes. It covers 212,000 m 2 and has to 2,000<br />
housing units, 1,481 <strong>of</strong> which are part <strong>of</strong> PROCAV II.<br />
Garagem. This complex is in the district <strong>of</strong> São Miguel<br />
Paulista. It covers 140,000 m 2 and has 2,000 housing<br />
units, 754 <strong>of</strong> which were earmarked for PROCAV II.<br />
The housing complexes complied with São Paulo’s construction<br />
code with respect to space between buildings,<br />
green areas, institutional areas, and access routes.<br />
Also, schools and health centers were built for the resettled<br />
popul<strong>at</strong>ion since existing facilities were not large<br />
enough. Commercial outlets were also built for the<br />
families th<strong>at</strong> previously engaged in economic activities<br />
in their original homes, to allow them to recover their<br />
income.<br />
Each housing complex consisted <strong>of</strong> several five-floor<br />
modules with four apartments per floor. The decision<br />
to limit buildings to this height was taken to accommod<strong>at</strong>e<br />
the preferences <strong>of</strong> the low-income popul<strong>at</strong>ion,<br />
and to avoid the need for elev<strong>at</strong>ors which would have<br />
considerably increased both construction and maintenance<br />
costs.<br />
5.2 <strong>Resettlement</strong> in New Houses<br />
Built in the Same Favelas<br />
When a favela had areas th<strong>at</strong> were not <strong>at</strong> risk <strong>of</strong> flooding,<br />
the “favela urbaniz<strong>at</strong>ion” program (slum upgrading)<br />
was adopted, which formed part <strong>of</strong> SEHAB housing<br />
policy designed to enhance the quality <strong>of</strong> the district’s<br />
housing, infrastructure, and sanit<strong>at</strong>ion, as well as regularize<br />
the inhabitants’ property rights by awarding them<br />
housing deeds. This program was successfully implemented<br />
in three favelas and facilit<strong>at</strong>ed the resettlement<br />
<strong>of</strong> 634 families in new houses built inside the same, but<br />
upgraded, favelas.<br />
This resettlement option involved analyzing, selecting,<br />
and ranking the favelas, considering the degree and type<br />
<strong>of</strong> risk, viability <strong>of</strong> executing the types <strong>of</strong> works required,<br />
and families’ acceptance <strong>of</strong> the program. In some cases,<br />
the lots for the new houses were municipal so their <strong>of</strong>ficial<br />
use had to be changed to housing. In others, they<br />
were priv<strong>at</strong>e property and had to be bought. Architectural<br />
and urban development plans were cre<strong>at</strong>ed, both<br />
to construct the new houses and improve the favelas.<br />
The apartments had 42m 2 <strong>of</strong> usable space and were built<br />
according to legal requirements, with two bedrooms, a<br />
sitting/dining room, a kitchen, a b<strong>at</strong>hroom, and a small<br />
service area.<br />
