10 Glebe Report October 12, 2007 GOOD OLD DAYS Thirty Years Ago in the Glebe Report: Vol. 1 No. 14, Oct. 7, 1973 By Ian McKercher Volume 5, Number 10, October, 1977 is missing from the Glebe Report archives. In some Glebe attic or closet corner, a copy is out there. Have a look. The Glebe Report staff would be delighted to round out their collection. In lieu, we go back 34 years to Volume 1, Number 14, October 7, 1973. The Glebe Community Centre is to double its programming space by early 1974. The $110,000 cost of levelling the floor of the main hall – the nave of the former St. James United Church– will be made available through the federal/ provincial winter works program. Drama, public meetings and dances will all be possible once the floor (which measures roughly 85 feet by 85 feet and has a three-foot drop from the back of the hall to the altar) is level. Plans for the hall are not final, but a main feature is a ‘bear pit’ approximately the same size as the dome and 18 inches lower than the perimeter of the hall. The Glebe’s trial traffic-calming plan went into effect on schedule October 1, 1973. It will remain in effect until February 1974. Street closures, rumble strips and curb bulb-outs are all part of the plan. Unfortunately, flashing warning beacons were removed from new curbing on First Avenue at Lyon. Three accidents, two of them on First Avenue, occurred the day after street narrowings were installed. Two cars hit the cement bulb-outs in the dark and one had to be towed away after bursting its tires. The Glebe Parents’ Day Care Centre had only been in existence for five months, but already had a full complement of 40 pre-schoolers as well as a long waiting list. A plan to extensively expand day care services throughout the Ottawa/Carleton region had narrowly passed Regional Council executive by a 4-3 vote the week before. Under the plan, the Glebe Parents’ Day Care Centre would qualify for help with operating costs. The Glebe response to the Murray and Murray plan for enlarging Lansdowne Park calls for a new study of the park. The preamble to the brief describes the relationship between Lansdowne and the neighbouring residential communities as “an unhappy, conflicting, struggle for survival.” This retrospective is filed monthly by Ian McKercher of the Glebe Historical Society (GHS). GLEBE QUESTIONS Glebe Report October 12, 2007 11 My Canada has three seas By Clyde Sanger All Canadian columnists worth their salt have recently (if metaphorically) dipped their pens and even their toes in the Arctic Ocean. This followed the discovery of Canada’s third sea by our intrepid prime minister, who has told us that we must “use it or lose it.” Some have gone further than toedipping. In late August, Jess, the 30 year-old daughter of former Glebite Margaret Atwood, plunged in from an ice floe north of Baffin Island and swam around to the applause of her parents watching from a cruise ship. Others of us, more southbound, still have Arctic connections. Admiral Sir George Nares, after a vain hunt for survivors from the Franklin expedition, explored in 1875 as far north (83 degrees north, if you want to check), to where Prime Minister Harper visited Canada’s northernmost outpost at Alert on Ellesmere Island. Besides Nares Strait up there, and a lake and mountain named after him in the Yukon, he gave his name to the inlet on Georgian Bay where Penny’s family have spent summers for five generations. Actually, Harper was hardly the first to throw out the warning – “use it or lose it” – about the Arctic waters Need Renovations? and the Northwest Passage over which we claim sovereignty as “internal waters.” In a book Arctic Imperative: Is Canada Losing the North?, which was published 20 years ago (yes, in 1987), Toronto professor Franklyn Griffiths is quoted: “We’ve got to put up or shut up about Arctic sovereignty. We’ve got to get up there. To put it simply: use it or lose it for those waters.” The author, John Honderich (who went on to be publisher of the Toronto Star) wrote an excellent and prescient book, which Harper would do well to read before even finishing Yann Martel’s list. It describes five routes for the Northwest Passage as the ice melts, calls Canada’s Arctic “the new military frontier” and, in a chapter titled “Arctic gushers,” spells out the oil and gas exploration then Gerry Kenney points out the Eastern Arctic on the map. PHOTO: CLYDE SANGER under way in the Beaufort Sea. I had a glimpse of that venture, flying up for a day with Marc Lalonde to see “Smiling Jack” Gallagher’s drilling ship at work. But the Albertan politicians knocked down Lalonde’s national energy plan for the frontiers and exploration lapsed. Now we are interested again. Useful books are being published to recall our Arctic history and arouse our concern about the future. Among them, a Glebe author, Gerard Kenney, has written two very readable books, Ships of Wood and Men of Iron and, more pungently, Dangerous Passage: Issues in the Arctic. Ted Britton, the godfather of Glebe authors, has been stocking them. Gerard (“or Gerry as everyone calls me”) has had an adventurous life himself. He was born in 1931, in the country inn of his grandfather, Isaie Thomas dit Tranchemontagne, near Mont Tremblant in Quebec, because his French-Canadian mother did not want him born in New York City, where his father worked. He is proud of his mother’s ancestors: one of them, five generations back, came with Joseph Papineau in 1803 “to brush out what eventually came to be known as Papineauville, near Montebello.” As a teenager he left New York for Canada and started the first of three careers: 20 years with Bell as a telecommunications engineer working all over the Eastern Arctic. Then came a hippy decade, building a log cabin on 100 acres at Ripon near Buckingham, working a sugar bush and keeping bees, while his wife ran a local handicrafts store. He retired from that in 2002 after 18 years, and took to writing books. He wrote books about the North that had fascinated him. In Dangerous Passage, he tells of the pioneering journey in 1903-06 of Roald Amundsen in his tiny 47-ton sloop, Gjoa, and brings out his collegial style of leadership in mapping the North Magnetic Pole and making that first transit of the Northwest Passage. He also draws on journals to retell the voyages of Henry Asbjorn Larsen, the Mountie who captained the 645-ton schooner, St Roch, on its wartime patrols to assert Canadian sovereignty over the Arctic. His earlier book benefits from the more detailed diaries of Otto Sverdrup, who explored the waters of the Eastern Arctic a few years before his fellow Norwegian, Amundsen. What makes Dangerous Passage such a timely book is a final section on Canadian sovereignty and the importance of the UN Convention on the Law of the Sea. He follows in the footsteps of Griffiths and Honderich in his warnings of Canadian inaction, but goes further in listing 15 issues to be addressed in a master plan by the Canadian Northwest Passage Commission he proposes should be created – everything from procuring surveillance aircraft, submarines and icebreakers to preparing an ironclad legal case for the International Court of Justice.
