8 Glebe Report October 12, 2007 Have your say! Community discussions on the future of Lansdowne Park, November 19 September was an active month for public discussion about Lansdowne Park. Three unexpected developments stimulated interest in Lansdowne. First was a proposal that an international design competition be conducted to come up with a plan for the park. Then we learned that the southside stands are no longer safe for use. Finally, news leaked out that a consortium was preparing a plan for Lansdowne which includes the return of professional football and sale of much of the land for residential development. A decision about the future of Lansdowne Park should involve citywide public debate. While the park is in our community, it belongs to everyone in Ottawa and they all should have a voice in decisions about Lansdowne. Nevertheless, the GCA has been asked to comment on our community’s wishes for the future of Lansdowne. To date, we have tried to emphasize that for public land some appropriate public process is required. When pressed further by journalists, we have hesitated to suggest that there is a unified viewpoint in the Glebe. Instead we have called for an open process in which all can voice their opinions. In order to determine the views of our community, and to serve as a beginning for a wider discussion possibly organized by the city administration, we are beginning to plan for a community consultation on Lansdowne to take place on By Bob Brocklebank Mon., Nov. 19. Our idea is to present several approaches to the issue in the November edition of the Glebe Report and use that material as a basis on which to stimulate community discussion. It is quite likely that the Nov. 19 event will be only the start of a series of discussions on Lansdowne. As always, volunteers to work on arrangements for the November meeting and possibly to act as the core of an ongoing committee on Lansdowne are invited to step forward by sending an e-mail to gca@glebeca.ca. Bank Street The reconstruction of Bank Street is relevant to any discussion about change in our neighbourhood. We hope to have some discussion about progress on the Bank Street project at our next board meeting on Oct. 23. Noise In last month’s column I referred to a noise issue in the south end of the community. To be more specific, the air conditioning equipment installed as part of the renovation of the Lord Lansdowne building has disturbed some neighbours on streets such as Holmwood and Melgund, City by-law services have come to various homes to measure sound levels and we understand that the owners of the building are working on measures to mitigate the noise. I find this case especially interesting because the GCA has worked with other community associations in the city-wide federation (FCA) on the issue of stationary noise. When the city’s Official Plan was adopted in 2003, the FCA appealed various sections. On noise, the FCA observed that the plan dealt extensively with transportation noise but failed to adequately address stationary sources, such as air conditioning and ventilation apparatus. As a result of the FCA appeal and detailed talks led by the Woodroofe North Community Association, in 2006 the city made amendments to the Official Plan and adopted a detailed set of guidelines on noise issues. GCA I believe that complaints about noise from the Lord Lansdowne renovated ventilation systems constitute the first case in our community to be addressed under the new guidelines. Glebe Community Centre The grand stairs on the north side of the community centre have been under reconstruction for much of the summer. Many residents have wondered what is happening because the project seems to have stopped. Apparently, the contract was terminated because of a dispute and the City is establishing a new contract to have the project completed. City officials hope the stairs will be finished this autumn, leaving some ancilliary work such as landscaping for the spring. Around the Glebe Additional volunteers would be welcome to work with the Garden Angels on maintaining the planters in the neighbourhood. Send us a message at gca@glebeca.ca. Aerial view BY KEN MORROW Anyone passing by the St. James Tennis Club (Third Avenue at Lyon next to the Glebe Community Centre) will have noticed a dramatic change there this fall. The court colours have changed from green with red borders to blue with green borders. The new blue courts will make it easier to see the ball, especially when playing at night. Fixing the playing surface has been a primary concern for St. James members for the past few years. In many places portions of the court surface were peeling off. When it rained, large areas of the courts would bubble up with air pockets between the asphalt and paint. The St. James executive decided after the 2006 season that the courts were becoming unsightly and slightly unsafe and needed to be resurfaced as soon as possible. The work was originally planned for the last few weeks in June but was rescheduled for September because of a timing conflict with the work to replace the window wells at the Glebe Community Centre. Chris Smith and his team at Canada Courts Supply did a fabulous job restoring the playing surfaces and painting them blue, but all did not go as smoothly as hoped. Once work began it was noticed that the previous red/green surface was in much worse shape than anyone had thought. Applying the new surface overtop of the old would just have led to more problems in a few years. It was decided to completely remove the old paint and start fresh. It took a week of high-pressure water stripping to remove all the old red and green, leaving the original asphalt surface exposed, complete with the faint traces of the original white lines. Cracks were now seen to be deeper, wider and longer than before and needed to be filled, as well as areas that had been pitted by the highpressure cleaning. Resurfacing courts like St. James is a very labour intensive process. All the cracks, gouges and pitted areas needed to be filled until even with the rest of the playing surface. Then a bonding agent/sealer was put down over the entire courts area before three coats of paint were applied. After each coat of paint, the playing surface was re-inspected and more surface filler applied where necessary. Lastly, the white lines were carefully hand painted and finishing touch-ups done. The new blue surface has a much more textured surface. Players are warned that shoes will grip the surface much better and players will stop faster. Balls will play slightly slower on the new surface until the texture wears down. We ask that anyone playing on the new courts not wear dark-soled shoes as they will leave a noticeable scuff mark. All tennis players in the Glebe are welcome to come out and play on the new St. James courts this fall. The courts will remain open and the nets up until the snow falls. The days were full and rocked with activities for children starting at age 2 and up. Activities for those interested in half and/or full days brought many memories which still surface. As children head off to school, they often will see other children, school friends and/or summer BEST staff who will bring back those special times spent at camp. As the full harvest moon passes, it may be the playgrounds, museums or pools they visited that will remind them of the summer fun from the past. Many dedicated staff, volunteers and leaders in training provided fun for all.
