This publication aims at introducing the "<strong>Nicolae</strong> Balcescu" Land Forces Academy to foreign students.<br />

At present, "<strong>Nicolae</strong> Balcescu" Land Forces Academy is one of the outstanding institutions within the National<br />

Military Higher Education system.<br />

Conscious of the need to develop and endorse outstanding leaders, capable to fulfill the requirements of an ever<br />

changing world, the "<strong>Nicolae</strong> Balcescu" Land Forces Academy aims at building up, by means of the university<br />

studies, command officers with exceptional moral, civilian and professional qualities.<br />

The recent classification of the Romanian Universities has placed our institution within Education and Research -<br />

based universities, which highly certifies a well defined and delineated management, a normative and a functional<br />

frame, meant to continue the developing of the present economic and social tendencies and requirements.<br />

The "<strong>Nicolae</strong> Balcescu" Land Forces Academy is highly involved in carrying on the building up process for the well<br />

trained graduates in order to bravely face the challenges in the military field and to register excellence in the field of<br />

Military Training<br />

The student's general military training is a continuous process<br />

that is carried out throughout the entire period of the university<br />

studies by studying the subjects established in the curricula,<br />

grouped into distinct modules of military training as well as within<br />

the limits of a military training day per week throughout the<br />

academic year.<br />

Structure:<br />

a) Individual Basic Training - has a universal character and<br />

ensures the basis of the military construction, irrespective of the<br />

chosen branch or specialization;<br />

b) Specialized Individual Training - aims at initiating the<br />

students in the chosen branch/ specialization. It represents the<br />

basis in the process of forming the military specialist and in<br />

fulfilling the specific requirements of the first function<br />

c) Military Physical Training.<br />

Study in LFA Sibiu<br />

a. Requirements before your departure<br />

Visa requirements<br />

Before you depart for Romania certain documents will be necessary. You need a valid passport or ID for entry into<br />

Romania. In some cases a visa is also required. However, citizens of EU countries and some of the countries of the<br />

EEA need only an ID card provided that their citizenship is stated on the card. For further information, in order to clarify<br />

if you need visa or not , please contact the Romanian Embassy or Consulate in your country. Please consult<br />

http://mae.ro/en/romanian-missions for addresses and office hours of Romanian embassies and consulates.<br />

For stays in Romania longer than three months, it is compulsory to obtain a RESIDENCE PERMIT, which will be<br />

issued to the students by Romanian authorities upon their arrival.<br />

Application process for international students:<br />

Foreign citizens could apply for studies in “<strong>Nicolae</strong> Bălcescu” Land Forces Academy only with approval of the<br />

Romanian Ministry of National Defence, based on bilateral agreements between our university and student’s home<br />

university.<br />

The following application papers are requested:<br />

• Application form (filled in 2 copies);<br />

• Certified copy of the Baccalaureate Diploma or equivalent - for undergraduate studies;<br />

• Certified copy of the graduation certificate - for postgraduate applicants;<br />

• Academic record translated into Romanian, English;<br />

• Language certificate;<br />

• Certified copy of the Birth Certificate;<br />

• Certified copy of the passport;<br />

• Medical certificate.<br />

Our recommendation for students is to arrive at LFA<br />

one day before the course starts and depart one day<br />

a. Public transportation<br />

The local public transportation in Sibiu is ensured by Tursib, a company under the guidance of the Local Council of<br />

Sibiu.<br />

There are 20 bus routes inside the city and 2 bus routes connecting the city with the adjoining villages. The fee for a<br />

ticket is 1.5 lei and it can be purchased from the ticket vending machines, ticket booths or Tursib Agencies.<br />

Public telephones are orange and use a prepaid phone card (“cartela de telefon – ROMTELECOM”). These can be<br />

used for all kinds of calls, including the direct international calls. Telephone cards can be purchased at the post offices,<br />

hotels, and kiosks at prices 10 Lei and 50 Lei. Prepaid cards from other phone companies, can also be used, including<br />

Voice over IP and cell phones (ORANGE, VODAFONE, ZAPP and COSMOTE).<br />

General Emergency Service – 112<br />

MONEY & BANKING<br />

The Romanian currency is the Leu (plural: Lei), (1 Leu = 4.5 EURO) and its subdivision is „Bani”( singular „ban”).<br />

There are 4 coins and 7 notes:<br />

- Coins: coins of 1 ban, 5 bani, 10 bani and 50 bani.<br />

- Notes: notes of 1 leu, 5 lei, 10 lei, 50 lei, 100 lei, 200 lei 500 lei.<br />

All prices in Romania include VAT. The general value of the VAT is 24 %.<br />

Different banks have several branches in Sibiu. Most banks are open on weekdays from 09h00-12h00 and from 14h00-<br />

16h00. During the weekend, you can use the numerous ATMs to withdraw money. It will not be easy to open a bank<br />

account, as most banks will not allow you to open a bank account when you're only staying for a few months. To open a<br />

bank account, you will need your passport or identity card and an address in Sibiu. It can also be useful to take your<br />

Sibiu student card with you.<br />

Money can be exchanged at banks, hotels, and private exchange offices (“Casa de schimb valutar”). There can be<br />

major differences in rates, especially between banks and private exchange offices. So it is advisable to shop around. It<br />

is both illegal and not advisable to change money in the street as the chance to be cheated is very high.<br />

CUSTOMS REGULATIONS<br />

Romania enforces the international rules of the Convention related to customs facilities for travellers. Any traveller may<br />

enter or leave Romania with a maximum of USD 10,000 in cash or traveller's cheques.<br />
