US to fund restoration of<br />
historic Mandalay monastery<br />

THE United States will provide<br />
US$500,000 for the restoration<br />
of Shwe Nan Daw Monastery<br />
<strong>in</strong> Mandalay, one of the few rema<strong>in</strong><strong>in</strong>g<br />
l<strong>in</strong>ks with K<strong>in</strong>g M<strong>in</strong>don’s<br />
royal palace.<br />
The fund<strong>in</strong>g was announced<br />
dur<strong>in</strong>g a visit to Mandalay by<br />
US ambassador to Myanmar<br />
Derek Mitchell on July 25.<br />
The two-year project will<br />
<strong>in</strong>volve the embassy, the M<strong>in</strong>istry<br />
of Culture and a US-based<br />
conservation group, the World<br />
Monuments Fund, the embassy<br />
said.<br />
Both the embassy and the<br />
m<strong>in</strong>istry said care will be taken<br />
to protect the orig<strong>in</strong>al features<br />
of the teak build<strong>in</strong>g, which is<br />
more than 130 years old and one<br />
of Mandalay’s most prom<strong>in</strong>ent<br />
attractions.<br />
“We’ve accepted an offer of<br />
help from the US because we<br />
need funds and technical assistance<br />
to preserve the monastery,”<br />
Deputy M<strong>in</strong>ister for Culture<br />
U Than Swe said. “Dur<strong>in</strong>g<br />
the preservation process, we’ll<br />
make sure the orig<strong>in</strong>al Burmese<br />
architectural style is ma<strong>in</strong>ta<strong>in</strong>ed<br />
so that we avoid some of the<br />
th<strong>in</strong>gs that happened <strong>in</strong> Bagan.”<br />
He said restoration will beg<strong>in</strong><br />
<strong>in</strong> September and is expected to<br />
end <strong>in</strong> June 2015, with American<br />
experts to work alongside<br />
officials from the Department of<br />

The US fund<strong>in</strong>g will come<br />
from the State Department’s<br />
Ambassadors Fund for Cultural<br />
Preservation. The m<strong>in</strong>istry and<br />
the World Monuments Fund will<br />
also contribute to the project.<br />
“This partnership is a celebration<br />
of this country’s rich<br />
cultural and architectural heritage,”<br />
Mr Mitchell said <strong>in</strong> a<br />
statement. “Even as this country<br />
develops and modernises, it is<br />
important to preserve its unique<br />
heritage for future generations.<br />
We are honoured to beg<strong>in</strong> this<br />
partnership with the M<strong>in</strong>istry<br />
of Culture, which will foster<br />
collaboration between US and<br />
local preservation experts and<br />
help tra<strong>in</strong> a team of experts to<br />
conduct other preservation efforts<br />
<strong>in</strong> the future.”<br />
The monastery was orig<strong>in</strong>ally<br />
the northern chamber of<br />
Mandalay palace and was built<br />
at a reported cost of 120,000<br />
silver co<strong>in</strong>s. After K<strong>in</strong>g M<strong>in</strong>don<br />
died <strong>in</strong>side the structure it was<br />
disassembled and reconstructed<br />
outside the palace <strong>in</strong> 1883.<br />
It is one of the few royal<br />
build<strong>in</strong>gs that survived a huge<br />
fire <strong>in</strong> 1944 when British troops<br />
retook the city from Japanese<br />

Press council to<br />
send bill directly<br />
to parliament<br />

THE Interim Press Council plans to submit its<br />
draft media law directly to parliament through<br />
an MP rather than the M<strong>in</strong>istry of Information,<br />
a council member said last week follow<strong>in</strong>g a<br />
meet<strong>in</strong>g with a parliamentary committee.<br />
Eight council members met officials from<br />
the Amyotha Hluttaw Bill Committee <strong>in</strong> Nay<br />
Pyi Taw on July 24 to discuss the M<strong>in</strong>istry of<br />
Information’s Pr<strong>in</strong>t<strong>in</strong>g and Publish<strong>in</strong>g Enterprise<br />
Bill, which was approved by the Pyithu<br />
Hluttaw earlier this month but has not yet been<br />
discussed <strong>in</strong> the Amyotha Hluttaw.<br />
The council has refused to endorse the m<strong>in</strong>istry’s<br />
bill, which it says does not properly ensure<br />
freedom of expression, and has drafted its<br />
own version.<br />
“The <strong>in</strong>tention of meet<strong>in</strong>g with the Amyotha<br />
Hluttaw Bill Committee was to discuss the press<br />
council’s pr<strong>in</strong>t media bill,” said council member<br />
U My<strong>in</strong>t Kyaw.<br />
They also met Pyithu Hluttaw Sports, Culture<br />
and Public Relations Development Committee<br />
chairman Thura U Aye My<strong>in</strong>t and the<br />
deputy m<strong>in</strong>isters for <strong>in</strong>formation.<br />
“We have discussed both the press council’s<br />
bill and the m<strong>in</strong>istry’s public service media bill,”<br />
he said.<br />
The press council submitted its proposed<br />
law to the M<strong>in</strong>istry of Information <strong>in</strong> late June<br />
but the m<strong>in</strong>istry has refused to send it to parliament<br />
until the council makes 17 amendments.<br />

“Unless we amend those po<strong>in</strong>ts they won’t<br />
submit so we have been told that if we don’t<br />
want to make the amendments we should approach<br />
a hluttaw representative and get them<br />
to submit it directly to the hluttaw,” U My<strong>in</strong>t<br />
Kyaw said. “Then the m<strong>in</strong>istry can say whatever<br />
it wants to amend when the bill is discussed.”<br />
Thura U Aye My<strong>in</strong>t said he agreed that the<br />
press council should submit the bill directly.<br />
“It might be difficult to submit the press bill<br />
to parliament if the M<strong>in</strong>istry of Information<br />
cannot agree on 17 of the po<strong>in</strong>ts <strong>in</strong> the press<br />
council version,” he said. “We want the issue<br />
to be quickly discussed <strong>in</strong> the parliament. The<br />
press council should pick an MP who can submit<br />
the bill and then forward it to our committee.<br />
They should mark which sections the m<strong>in</strong>istry<br />
disagrees with,” he said.<br />
The meet<strong>in</strong>g between the parliamentary<br />
committee and press council came after senior<br />
lower house representatives, <strong>in</strong>clud<strong>in</strong>g speaker<br />
Thura U Shwe Mann and Daw Aung San Suu<br />
Kyi, said they did not realise the press council<br />
had opposed the m<strong>in</strong>istry’s version of the law.<br />
“What I understood was that the press council<br />
and the m<strong>in</strong>istry had already discussed this<br />
bill and reached an agreement,” the NLD leader<br />
said on July 18. “That’s why we approved it but<br />
later we found out that was not the case.”<br />
Thura U Shwe Mann agreed and said Pyithu<br />
Hluttaw representatives would get another<br />
chance to make amendments after the Amyotha<br />
Hluttaw votes on the bill.<br />
