CHINESE vessel MV Haixun 01 visited<br />

Yangon last week on a goodwill<br />

tour as part of the ASEAN-Ch<strong>in</strong>a<br />

Maritime Consultation Mechanism.<br />

The vessel docked at Bo Aung<br />

Kyaw Jetty on July 24 on a friendship<br />

tour of the region agreed on<br />

at the 11 th ASEAN-Ch<strong>in</strong>a Transport<br />

M<strong>in</strong>isters meet<strong>in</strong>g <strong>in</strong> Bali, Indonesia,<br />

<strong>in</strong> 2012.<br />

Ch<strong>in</strong>ese naval officials were due<br />

to discuss bilateral cooperation <strong>in</strong> the<br />

subjects of port state control, maritime<br />

<strong>in</strong>vestigation, search and rescue,<br />

and maritime security. Weather<br />

permitt<strong>in</strong>g, the vessel’s crew will also<br />

conduct a search and rescue exercise<br />

us<strong>in</strong>g the ship’s helicopter.<br />

“The ma<strong>in</strong> purpose is to discuss<br />

bilateral needs <strong>in</strong> Myanmar’s mar<strong>in</strong>e<br />

transportation sector,” said Zhai<br />

Jiugang, deputy director general of<br />

Ch<strong>in</strong>a’s maritime safety body.<br />

U Htay W<strong>in</strong>, deputy director general<br />

of the Department of Mar<strong>in</strong>e Adm<strong>in</strong>istration,<br />

said Myanmar has been<br />

part of the ASEAN-Ch<strong>in</strong>a Maritime<br />

Consultation Mechanism s<strong>in</strong>ce 2010.<br />

“In the past, we have sent officials<br />

to Ch<strong>in</strong>a to learn and do capacity<br />

build<strong>in</strong>g exercises,” he said.<br />

The ship left Ch<strong>in</strong>a from Shanghai<br />

on June 10, visit<strong>in</strong>g Australia and<br />

Indonesia before arriv<strong>in</strong>g <strong>in</strong> Yangon.<br />

It was to depart for Kuala Lumpur <strong>in</strong><br />

Malaysia on July 28.<br />

MEIKTILA residents say they want<br />

the <strong>government</strong> to follow up the lift<strong>in</strong>g<br />

of a state of emergency by remov<strong>in</strong>g a<br />

curfew that still rema<strong>in</strong>s <strong>in</strong> place.<br />

The curfew was ordered under section<br />

144 of the Code of Crim<strong>in</strong>al Procedure<br />

to quell violence that erupted<br />

<strong>in</strong> Meiktila <strong>in</strong> March. A state of emergency<br />

that was imposed on March<br />

22 <strong>in</strong> Meiktila, Wundw<strong>in</strong>, Thazi and<br />

Mahla<strong>in</strong>g townships was lifted on July<br />

20 by the president. As a result, the<br />

Myanmar Police Force has taken over<br />

responsibility for security from the<br />

army, which is now only monitor<strong>in</strong>g<br />

the entrances to the town.<br />

Resident U Ht<strong>in</strong> L<strong>in</strong> Kh<strong>in</strong>e said<br />

most people <strong>in</strong> the town supported<br />

the lift<strong>in</strong>g of the state of emergency<br />

because it had depressed the town’s<br />

economy. However, he said not much<br />

had changed because the curfew is<br />

still <strong>in</strong> place.<br />

“The only change is that the army<br />

has withdrawn,” U Ht<strong>in</strong> L<strong>in</strong> Kh<strong>in</strong>e<br />

said. “As long as the curfew is still<br />

there, bus<strong>in</strong>esses won’t be able to run<br />

normally. We only want the curfew to<br />

be lifted. We don’t care whether the<br />

army is here or not.”<br />

Ko Thi Ha, an 88 Generation member<br />

<strong>in</strong> Meiktila, agreed that lift<strong>in</strong>g the<br />

state of emergency has had little impact<br />

and that remov<strong>in</strong>g the curfew is<br />

more important.<br />

“If the curfew is lifted, ord<strong>in</strong>ary<br />

people will have more chance to conduct<br />

bus<strong>in</strong>ess normally. The curfew<br />

makes it hard for people who normally<br />

wake up early to do work … Bus<strong>in</strong>ess<br />

is very slow now,” he said.<br />

U W<strong>in</strong> Hte<strong>in</strong>, the Pyithu Hluttaw<br />

representative for Meiktila, said many<br />

residents had told him they want the<br />

curfew to be lifted so they can work<br />

normally. “Because of the curfew, bus<strong>in</strong>ess<br />

is down. I also want it to be lifted<br />

and I th<strong>in</strong>k it will happen <strong>in</strong> one or<br />

two months. Then bus<strong>in</strong>ess will gradually<br />

improve.”<br />
