47a CONCLUSION For the foregoing reasons, we conclude that stormwater runoff from logging roads that is collected by and then discharged from a system of ditches, culverts, and channels is a point source discharge for which an NPDES permit is required. We therefore REVERSE the district court’s grant of Defendants’ motion to dismiss, and we RE- MAND to the district court for further proceedings consistent with this opinion.
