To kick-start the process, the Council could call a stakeholder workshop
on behalf of the Governor of the CBK to announce the process to
stakeholders.
A much stronger focus on CP will be required than was the case with the
FEPP.
The FSD can provide technical and funding support in the development
and implementation of the framework, but must not be seen as the
driver of the process.
The FSD can also play the interim role of ‘information warehouse’ and
update the www.fepkenya.org website. The function of managing
the website must eventually become one of the responsibilities of the
proposed permanent structure.
4.2 Within the FSD
The focus of the FinEd was essentially external to the FSD with much emphasis
on pilots. In hindsight, the FinEd probably needed an additional dimension,
namely to support the programmes already identified as a priority within the
FSD.

consistency of approach and possible synergy across programmes. This
approach would also allow FSD to pilot test FE/CP approaches – within
the context of a FSD managed project. It appears that there could be
significant opportunities to provide such support to projects such as
GP2/HSNP, Savings Groups and Credit Information.
Leveraging the support of the FSD Knowledge team: The FSD knowledge
theme area and team has expanded considerably since the design of Fin
Ed. Within the design of Fin Ed II there is an opportunity to define how
the knowledge team can help the FE/CP efforts both at the national level
and within FSD.
For the moment, the first action point for the FSD must be to disseminate
the deliverables from the FinEd/FEPP. These include the lessons learnt from
the pilots and curricula developed, which can immediately be placed on the
website. The proposed stakeholder workshop to be called by the Council/
Governor of the CBK, may then also provide a great forum to both formally
close the FEPP, disseminate the relevant information, and introduce the new
FE/CP Council.
The design of the Fin Ed II should include two important considerations:

Providing cross-cutting support to FSD projects: FSD projects are
implemented under three theme areas: Future Financial Systems, Direct
Poverty Impact and Inclusive Growth. Some of these projects already
have a small FE component built into the project. By having support for
