Summary of Meeting Proceedings<br />

Meeting #1 November 2, 2006<br />

This meeting was the kick-off meeting for the project. The following were the<br />

meeting highlights:<br />

• Introduction and discussion of project purpose, scope, schedule, milestones<br />

and deliverables<br />

• Introduction of PAC members and Consultant Team<br />

• Review of Key Findings of <strong>Fleet</strong> Utilization Analysis<br />

• Overview of Commonly Used <strong>Alternative</strong> Fuel Choices and how they are<br />

used<br />

• Discussion and recommendations by PAC for peer review sites based on a<br />

proposal from Consultant Team<br />

• Comments and feedback from PAC regarding project direction, scope and<br />

schedule<br />

• Briefing and discussion of CMAQ funding requests led by John Thomas<br />

Meeting #2 December 7, 2006<br />

The following were the meeting highlights:<br />

• Consultant Team presented the Peer Review Questionnaire that the team<br />

designed to use in the Peer Review Process. The Peer Review Process was a<br />

key part of the project and was designed to examine what fleets in other places<br />

were doing with various alternative fuel applications. The selection was<br />

guided by the PAC based on the Consultant’s recommendations<br />

• The Consultant Team presented the findings for three of the peer reviews.<br />

These were as follows:<br />

o City of Lakewood CO.- This city in the Metro Denver area has had a<br />

very successful biodiesel/B20 program since 2003.<br />

o New York State Department of Transportation (NYSDOT)- This<br />

large state agency has made a substantial investment in the<br />

development of a statewide CNG fleet, which consists of 716 lightduty<br />

vehicles and 35 heavy-duty CNG conversion vehicles. There are<br />

53 CNG fueling stations in the NYSDOT system.<br />

In addition, NYSDOT has a small hybrid fleet consisting of 10<br />

vehicles. However, the fleet philosophy is to engage in “across-theboard”<br />

implementation rather than “niche” applications.<br />

o Brookhaven National Lab (Brookhaven NY (LI)- This organization<br />

is a private contractor with the U.S. Department of Energy and as a<br />

result must follow certain requirements of the Energy Policy Act<br />

(EPACT) and must purchase a certain percentage of vehicles that are<br />

AFVs, as defined by EPACT.<br />
