ARTICLE 28<br />
Shall the <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> vote to retain the 29-foot Winningh<strong>of</strong>f fire rescue boat, which was authorized<br />
by Article 22 <strong>of</strong> the 2002 <strong>Town</strong> Meeting?<br />
Moved by Selectman Moore.<br />
Seconded by Selectman Griffin.<br />
Elizabeth Webb spoke in favor <strong>of</strong> the article and said we have paid for the boat and a new dock is being<br />
built. The boat was used last year and this is not the time to give it up.<br />
Michael Pierce said the town should not be in business <strong>of</strong> rescuing people at sea.<br />
Chief Lipe presented slides and a fact sheet explaining the boat replaces an inflatable boat that has limited<br />
safety. He stated that most <strong>of</strong> the activity is within the <strong>Hampton</strong> River and this boat has saved more lives<br />
than any other piece <strong>of</strong> equipment. He said the town receives income from the nuclear power plant pipes<br />
in the ocean and we should provide service.<br />
Richard Paquin spoke in favor <strong>of</strong> the article and <strong>of</strong>fered an amendment to omit the words ‘ vote to’<br />
Seconded by Mr. Workman.<br />
The Paquin amendment passed.<br />
Alphonse Webb spoke in favor <strong>of</strong> article as did Eileen Latimer, John Kane, Frederick Rice, and Richard<br />
Bateman.<br />
Michael Scanlon <strong>of</strong>fered to amend the article to include the words ‘water borne rescue’.<br />
Seconded by Elizabeth Webb.<br />
Mr. Scanlon was advised to withdraw the motion. He did so and the second withdrew also.<br />
It was voted to end discussion on Article 28<br />
A motion to restrict reconsideration on Articles 27 and 28 was made by <strong>Town</strong> Manager Barrington and<br />
seconded by Selectman Workman. The motion passed.<br />

Shall the <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong> vote to charge a fee <strong>of</strong> $10 per year for the issuance <strong>of</strong> a Resident Parking<br />
Sticker, and to authorize the Board <strong>of</strong> Selectmen to set an effective date?<br />
Moved by Mr. Moore.<br />
Seconded by Mrs. Bridle-Russell.<br />
