CODE ENFORCEMENT<br />
2006 continued to be consistent and steady as to the volume <strong>of</strong> construction, permitting and inspections<br />
that have taken place over the last several years. Although the housing market has slowed and the new<br />
home start ups are decreasing due to the number <strong>of</strong> new and existing homes available on the market,<br />
construction as a whole has been steady throughout the community.<br />
As the end <strong>of</strong> year statistics show, the number <strong>of</strong> permits issued and inspections and site visits performed<br />
has kept the Department busy and operating at the same pace as the previous five years in comparison.<br />
Much <strong>of</strong> this work can be attributed to the remodeling, renovations, additions and overall updating <strong>of</strong><br />
existing homes. Many homeowners opt for this alternative when new home pricing becomes out <strong>of</strong> reach<br />
or the market slows to where it becomes difficult to sell their home and upgrade to a newer one.<br />
Another, and more important area <strong>of</strong> consistency, is the people who make up the Building Department<br />
itself. This group <strong>of</strong> individuals has been working together for over six years now and the experience and<br />
work ethic they bring to the Department is second to none.<br />
The Building Department houses over 90 years <strong>of</strong> combined experience in the construction industry and<br />
over 30 years <strong>of</strong> administrative/secretarial experience which together outfit the Department with the<br />
essential tools, not only to deal with the work load, but also to insure the work is up to date, complies<br />
with the current adopted State and Local Codes and, in turn, results in a better, safer product not only for<br />
the individual but the community.<br />
Part-time Electrical Inspector Robert Charette brings over 40 years experience in the construction<br />
industry including the ownership and operation <strong>of</strong> an electrical contracting business for over 30 years.<br />
His wealth <strong>of</strong> experience and knowledge is a staple in this Department’s operations. Assistant Building<br />
Inspector Milon (Chuck) Marsden adds another 20+ years <strong>of</strong> experience working in all aspects <strong>of</strong><br />
construction with a strong understanding in all phases from design to finish. Chuck also brings a wealth<br />
<strong>of</strong> knowledge to the health inspection aspects <strong>of</strong> the Department, especially relating to the food industry.<br />
Chuck previously spent many years overseeing the operations <strong>of</strong> a large restaurant as manager and chef.<br />
Ms. Eleanor Montague, who somehow manages to keep up with the demanding work load given her by<br />
two full time and one part time inspector, as well as handling the large volume <strong>of</strong> telephone calls and<br />
scheduling that comes into the <strong>of</strong>fice, accomplishes this because <strong>of</strong> over 30 years in <strong>of</strong>fice administration,<br />
secretarial duties and human resource experience, including over 20 years as a legal assistant at a law firm<br />
in Boston.<br />
As for myself, I have been in construction over 30 years since graduating from high school. I am licensed<br />
and certified in many aspects <strong>of</strong> the industry, owned and operated an electrical contracting business and a<br />
construction company from 1982 through 2000 at which time I became the Building Inspector/Health<br />
Officer/ZBA liason for the <strong>Town</strong> <strong>of</strong> <strong>Hampton</strong>. The additional experience and knowledge I have gained<br />
over the past 7 years as the <strong>Town</strong>’s Building Inspector and working, not only with the people in the<br />
<strong>of</strong>fice, but throughout the community has been exciting, challenging and rewarding and I hope this <strong>of</strong>fice<br />
can continue to have a positive impact in our role servicing the community.<br />
