3.2 The review to date has included an evaluation of current provision and initial<br />
assessment of organisational requirements in order to improve services.<br />
More detailed analysis of current and potential employee flexibility needs was<br />
planned for August but has been delayed due to reduced officer capacity.<br />
The review timescales are under discussion with local Trade Union<br />
representatives as part of the general Single Status Agreement review<br />
programme.<br />
4. Car, motor and bicycle allowance / car parking<br />
4.1 The removal of the essential user lump sum allowance and the introduction of<br />
a single mileage rate was agreed as part of the <strong>Council</strong>’s medium term<br />
financial strategy with an estimated saving of over £400,000.<br />
4.2 Discussions regarding the arrangements to remove the lump sum payment<br />
and determine a single mileage rate together with other associated payments<br />
were held with local Trade Union representatives. Members of the Working<br />
Group were briefed on the options and alternatives under discussion and were<br />
able to influence the direction of the negotiations.<br />
4.3 In September 2010 Cabinet agreed proposals for implementing the change for<br />
formal consultation with employees and the recognised trade unions. The<br />
results of a trade union ballot has resulted in a local agreement being reached<br />
and the changes were implemented with effect from 1 November 2010.<br />
4.4. The actual changes are:<br />
• to remove the essential car user lump sum allowance with effect from<br />
31.10.10 (this means that the last monthly payment made to employees<br />
will made in the October pay);<br />
• pay a compensation payment equivalent to the outstanding value of the<br />
monthly allowance up to 31.3.11 (this means that employees will receive<br />
the payment in their November pay);<br />
• pay for any miles travelled on <strong>Council</strong> business in a private vehicle at the<br />
middle casual rate with effect from 1.11.10; please note the rates are<br />
variable and based on the agreed rates from the NJC for Local<br />
Government Services. This means that employees MUST submit a claim<br />
by no later than 5 November 2010 for all miles travelled up to 31.10.10 so<br />
that they can be processed at the appropriate rate.<br />
5. Member Development<br />
5.1 <strong>Hartlepool</strong> <strong>Borough</strong> <strong>Council</strong> implemented an Elected Member Development<br />
Strategy in 2006 to demonstrate its commitment to the continuous<br />
development of its Elected Members. The Strategy aims to:<br />
