4 Chief Psychiatrist’s annual report 2008–09 2.2.1 Seclusion episodes A total of 5,838 seclusion episodes were reported in 2008–09, a 13 per cent reduction compared to the preceding financial year (6,681 episodes). The number of individual clients secluded fell by six per cent, from 1,913 to 1,803. There were 59,986 registered clients of public mental health services in Victoria in 2008–09, of whom three per cent experienced seclusion at some time in the course of their treatment. Of those admitted to hospital 1 during the reporting period, 14 per cent (1,803 consumers) were secluded at some time during their admission (compared to 15 per cent, or 1,913 consumers, in 2007–08). Figure 1: Trend in use of seclusion from 2003-04 to 2008-09 Figure 1 shows that the number of seclusion episodes peaked in 2006–07 and has declined by 23 per cent since, even though the bed capacity in public mental health services increased over this period 2 , as did the number of inpatient admissions. 1 Across all inpatient units, including child and adolescent, adult acute, aged, general specialist, forensic and secure extended care. 2 Additional short-stay beds in psychiatric assessment and planning units (PAPUs) came on line over this period.
Chief Psychiatrist’s annual report 2008–09 5 Figure 2: Duration of seclusion episodes from 2003-04 to 2008-09 Figure 2 shows the changes in the use of seclusion since 2003–04, with both short episodes (under four hours) and long episodes (over 12 hours) becoming more common over this time.
