<strong>the</strong>y oppose lawlessness but hesitate to side with <strong>the</strong> state against friends; 112 advise<br />
respect for state authority 113 but use young violent outpost residents tactically to advance<br />
<strong>the</strong>ir own goals. Since 2011, <strong>the</strong> national-religious community has been changing<br />
its attitude towards <strong>the</strong>se activists: social workers pay more attention to <strong>the</strong>m 114 <strong>and</strong><br />
many settler leaders, who at first ignored <strong>the</strong>ir violence, 115 since mid-2012 have begun<br />
to denounce <strong>the</strong>m publicly – in no small part because violence came to be aimed at <strong>the</strong>m.<br />
Until 2013, <strong>and</strong> despite its verbal condemnations, <strong>the</strong> state had yet to fully mobilise<br />
in response. Arrests grew but convictions remained rare. 116 With <strong>the</strong> <strong>Israeli</strong> Security<br />
Agency (Shin Bet) having trouble penetrating <strong>the</strong> fragmented <strong>and</strong> insular groups, 117<br />
authorities resorted to restraining orders to keep <strong>the</strong> youth out <strong>of</strong> <strong>the</strong> West Bank.<br />
The tactic had limited success, as both <strong>the</strong> judiciary <strong>and</strong> public expressed reservations<br />
about <strong>the</strong> constraints <strong>and</strong>, more importantly, <strong>the</strong> restraining orders did not<br />
deal with <strong>the</strong> problem’s root causes: those prevented from entering <strong>the</strong> West Bank<br />
shifted <strong>the</strong>ir activities to East Jerusalem <strong>and</strong> Israel proper. 118<br />
On June 2013 <strong>the</strong> cabinet authorised <strong>the</strong> defence minister to declare any group<br />
engaging in price-tag activities an “illegal association” on <strong>the</strong> basis <strong>of</strong> <strong>the</strong> 1945 m<strong>and</strong>atory<br />
emergency defence regulations. 119 In addition, a special police force was established<br />
to deal with price-tag attacks <strong>and</strong> resources devoted to this issue are high:<br />
according to a senior IDF (Israel Defence Forces) <strong>of</strong>ficer, “today, a third <strong>of</strong> <strong>the</strong> IDF’s<br />
