2. POLITICAL AND STRATEGIC CONTEXT<br />

In order <strong>to</strong> increase <strong>the</strong> quality <strong>of</strong> educati<strong>on</strong>, skills and <strong>knowledge</strong> <strong>of</strong> <strong>the</strong> populati<strong>on</strong> <strong>to</strong>ward<br />

an informati<strong>on</strong> and <strong>knowledge</strong> <strong>society</strong>, and <strong>to</strong> keep in line with <strong>the</strong> Lisb<strong>on</strong> Strategy and <strong>the</strong><br />

i2010 European Commissi<strong>on</strong> policy guidelines for <strong>the</strong> informati<strong>on</strong> <strong>society</strong> 1 , <strong>the</strong> Portuguese<br />

government created <strong>the</strong> Operati<strong>on</strong>al Programme for Informati<strong>on</strong> Society (POSI). The<br />

Programme was implemented between 2000 and 2006 under <strong>the</strong> resp<strong>on</strong>sibility <strong>of</strong> <strong>the</strong><br />

Ministry for Science and Technology. POSI was funded by <strong>the</strong> ERDF, <strong>the</strong> European Social<br />

Fund (ESF) and <strong>the</strong> Portuguese state.<br />

One <strong>of</strong> <strong>the</strong> nine priorities established by POSI was called Portugal <str<strong>on</strong>g>Digital</str<strong>on</strong>g>, which had as its<br />

main objectives: increasing <strong>the</strong> use <strong>of</strong> <strong>the</strong> Internet; improving <strong>the</strong> quality and efficiency <strong>of</strong><br />

public services by supporting <strong>the</strong> modernisati<strong>on</strong> <strong>of</strong> <strong>the</strong> public administrati<strong>on</strong>; increasing<br />

<strong>the</strong> competitiveness <strong>of</strong> industry through higher use <strong>of</strong> ICT; and promoting a digital culture.<br />

Under <strong>the</strong> Portugal <str<strong>on</strong>g>Digital</str<strong>on</strong>g> banner, <strong>the</strong> government launched a €231m initiative called<br />

<str<strong>on</strong>g>Digital</str<strong>on</strong>g> Cities and Regi<strong>on</strong>s <strong>to</strong> support projects that promoted an informati<strong>on</strong> <strong>society</strong> at local<br />

and regi<strong>on</strong>al levels with <strong>the</strong> involvement <strong>of</strong> a wide range <strong>of</strong> regi<strong>on</strong>al and local<br />

organisati<strong>on</strong>s. Twenty-eight Portuguese cities and regi<strong>on</strong>s were funded by this initiative in<br />

order <strong>to</strong> develop e-communicati<strong>on</strong> infrastructures and e-c<strong>on</strong>tent, launch vocati<strong>on</strong>al training<br />

acti<strong>on</strong>s, reinforce <strong>the</strong> modernisati<strong>on</strong> <strong>of</strong> public administrati<strong>on</strong>, induce more and better e-<br />

government and e-business activities etc. <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> was <strong>on</strong>e <strong>of</strong> <strong>the</strong>se projects.<br />

Located in <strong>the</strong> nor<strong>the</strong>ast <strong>of</strong> Portugal, <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> has an area <strong>of</strong> 41.5 km 2 (predominantly urban<br />

and industrialised) and approximately 265,000 inhabitants. It is <strong>the</strong> sec<strong>on</strong>d largest<br />

Portuguese city, just after <strong>the</strong> capital Lisb<strong>on</strong>. <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>’s ec<strong>on</strong>omy has traditi<strong>on</strong>ally been<br />

dominated by <strong>the</strong> commerce and, in particular, by <strong>the</strong> famous <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> Wine. The service<br />

sec<strong>to</strong>r has experienced a booming development in recent decades.<br />

The industrial structure <strong>of</strong> <strong>the</strong> regi<strong>on</strong> is <strong>based</strong> <strong>on</strong> small and medium sized enterprises<br />

(SMEs). The main industries include metal-mechanics, ceramics, furniture, textile,<br />

footwear and jewellery, am<strong>on</strong>g o<strong>the</strong>rs. These industries have become more and more open<br />

<strong>to</strong> <strong>the</strong> integrati<strong>on</strong> <strong>of</strong> new technological development.<br />

There were a number <strong>of</strong> reas<strong>on</strong>s leading <strong>to</strong> <strong>the</strong> launch <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>. First, <strong>the</strong> city<br />

council had around 50 services scattered all over <strong>the</strong> city and <strong>the</strong> existing<br />

telecommunicati<strong>on</strong>s infrastructure was <strong>to</strong>o weak for <strong>on</strong>line services and collaborative<br />

work. Sec<strong>on</strong>d, schools had just a few computers and made little use <strong>of</strong> Internet c<strong>on</strong>necti<strong>on</strong>.<br />

Third, <strong>the</strong> nor<strong>the</strong>rn Portugal regi<strong>on</strong> (which includes <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> sub-regi<strong>on</strong>) has <strong>the</strong> highest<br />

unemployment rate <strong>of</strong> <strong>the</strong> country. Although ICT is not <strong>the</strong> answer <strong>to</strong> this problem, it was<br />

seen a potential c<strong>on</strong>tribu<strong>to</strong>r <strong>to</strong> somewhat decrease this inequality. Finally, <strong>the</strong> <strong>to</strong>urist sec<strong>to</strong>r<br />

is quite underdeveloped if compared <strong>to</strong> o<strong>the</strong>r Portuguese regi<strong>on</strong>s, particularly in <strong>the</strong> central<br />

and sou<strong>the</strong>rn parts <strong>of</strong> <strong>the</strong> country.<br />
