scenario. In reality, if such T-shirts were manufactured<br />

<strong>in</strong> <strong>the</strong> UK, <strong>the</strong>y would be sold at much higher prices<br />

<strong>and</strong> dem<strong>and</strong> would drop.<br />

<strong>The</strong> operat<strong>in</strong>g surplus is a way to show this negative<br />

impact <strong>of</strong> shift<strong>in</strong>g production. It measures <strong>the</strong> surplus<br />

or deficit accru<strong>in</strong>g from production <strong>and</strong> takes <strong>in</strong>to<br />

account compensation <strong>of</strong> employees. S<strong>in</strong>ce UK wages<br />

are significantly higher compared to Ch<strong>in</strong>a or India,<br />

<strong>the</strong> UK operat<strong>in</strong>g surplus decreases.<br />

Without fur<strong>the</strong>r change, <strong>the</strong> response to such higher<br />

prices would be a return <strong>of</strong> production to Ch<strong>in</strong>a<br />

<strong>and</strong> India. UK production could be protected by<br />

subsidies or import barriers, but scenario 2 shows that<br />

appropriate <strong>in</strong>novations <strong>in</strong> technology could elim<strong>in</strong>ate<br />

<strong>the</strong> need for expensive labour <strong>in</strong> <strong>the</strong> UK <strong>and</strong> allow<br />

pr<strong>of</strong>itable UK production. Seamless knitt<strong>in</strong>g <strong>and</strong> o<strong>the</strong>r<br />

<strong>in</strong>novative production technologies are examples <strong>of</strong><br />

such technologies currently emerg<strong>in</strong>g <strong>and</strong> enter<strong>in</strong>g<br />

regular use.<br />
