economic loss if consumers pay a higher price<br />

for a product that lasts twice as long.<br />

• New bus<strong>in</strong>ess models with growth <strong>in</strong> pr<strong>of</strong>it<br />

decoupled from <strong>in</strong>creased material flow are<br />

possible where consumers pay for services – such<br />

as repair, novel coat<strong>in</strong>gs, o<strong>the</strong>r ma<strong>in</strong>tenance<br />

services, remanufactur<strong>in</strong>g or ‘fashion upgrades’.<br />

• Technology development may lead to new<br />

means to freshen clo<strong>the</strong>s without wash<strong>in</strong>g,<br />

efficient sort<strong>in</strong>g <strong>of</strong> used <strong>cloth<strong>in</strong>g</strong>, new fibre<br />

recycl<strong>in</strong>g technology <strong>and</strong> new low temperature<br />

detergents.<br />

• <strong>The</strong> <strong>in</strong>frastructure <strong>of</strong> <strong>cloth<strong>in</strong>g</strong> collection could<br />

be improved.<br />

• UK government policy on <strong>the</strong> environment<br />

should be changed to promote reduction <strong>of</strong> total<br />

or embedded impacts <strong>in</strong> products, not just those<br />

aris<strong>in</strong>g <strong>in</strong> <strong>the</strong> UK.<br />

• <strong>The</strong> UK’s <strong>in</strong>volvement <strong>in</strong> negotiat<strong>in</strong>g <strong>in</strong>ternational<br />

agreements on trade could be used to promote<br />

environmental <strong>and</strong> social responsibility.<br />

Biffaward Programme on Susta<strong>in</strong>able Resource Use<br />

Objectives<br />

This report forms part <strong>of</strong> <strong>the</strong> Biffaward Programme on<br />

Susta<strong>in</strong>able Resource Use. <strong>The</strong> aim <strong>of</strong> <strong>the</strong> programme is to<br />

provide accessible, well-researched <strong>in</strong>formation about <strong>the</strong><br />

flows <strong>of</strong> different resources through <strong>the</strong> UK economy based<br />

ei<strong>the</strong>r s<strong>in</strong>gly, or on a comb<strong>in</strong>ation <strong>of</strong> regions, material streams<br />

or <strong>in</strong>dustry sectors.<br />

Background<br />

Information about material resource flows through <strong>the</strong> UK<br />

economy is <strong>of</strong> fundamental importance to <strong>the</strong> cost-effective<br />

management <strong>of</strong> resource flows, especially at <strong>the</strong> stage when<br />

<strong>the</strong> resources become ‘waste’.<br />

In order to maximise <strong>the</strong> programme’s full potential, data has<br />

been generated <strong>and</strong> classified <strong>in</strong> ways that are both consistent<br />

with each o<strong>the</strong>r, <strong>and</strong> with methodologies <strong>of</strong> <strong>the</strong> o<strong>the</strong>r<br />

generators <strong>of</strong> resource flow / waste management data.<br />

In addition to <strong>the</strong> projects hav<strong>in</strong>g <strong>the</strong>ir own means <strong>of</strong><br />

dissem<strong>in</strong>ation to <strong>the</strong>ir own constituencies, <strong>the</strong>ir data <strong>and</strong><br />

<strong>in</strong>formation has been ga<strong>the</strong>red <strong>in</strong> a common format to facilitate<br />

policy mak<strong>in</strong>g at corporate, regional <strong>and</strong> national levels.<br />
