registration, and o<strong>the</strong>r direct regulations all comb<strong>in</strong>e to <strong>in</strong>fluence <strong>the</strong> bus<strong>in</strong>ess climate and<br />

<strong>in</strong>centives <strong>for</strong> <strong>in</strong>vestment <strong>in</strong> nonfarm activities.<br />

An important component of <strong>the</strong> required enabl<strong>in</strong>g environment is <strong>the</strong> adequate<br />

provision of public goods and services. Uni<strong>for</strong>mly, studies of <strong>the</strong> rural nonfarm economy<br />

conclude that many of <strong>the</strong> fundamental prerequisites <strong>for</strong> enterprise growth rema<strong>in</strong> public<br />

goods. Roads, electricity, telecommunications, and o<strong>the</strong>r <strong>in</strong>frastructure provide fundamental<br />

underp<strong>in</strong>n<strong>in</strong>gs <strong>for</strong> rural nonfarm activity (Ahmed and Donovan 1992; Ahmed and Hossa<strong>in</strong><br />

1990; B<strong>in</strong>swanger et al. 1989; World Bank 1994). Investments <strong>in</strong> rural education, health and<br />

skills development likewise provide essential build<strong>in</strong>g blocks <strong>for</strong> prosperous, highproductivity<br />

rural jobs. <strong>Growth</strong> <strong>in</strong> <strong>the</strong> rural nonfarm economy will require a set of public<br />

goods, which <strong>the</strong> private sector, left to itself, will ei<strong>the</strong>r not provide or will provide at too low<br />

a level from a national economic perspective. 9<br />

The <strong>in</strong>troduction and en<strong>for</strong>cement of grades and standards, <strong>the</strong> creation of brands, and<br />

public certification systems constitute important soft <strong>in</strong>frastructure and soft assets. All<br />

require collective action, at least, if not public <strong>in</strong>tervention. Given <strong>the</strong> rapid growth of large<br />

retail<strong>in</strong>g and agribus<strong>in</strong>ess firms now operat<strong>in</strong>g <strong>in</strong> rural areas, access by small firms depends<br />

<strong>in</strong>creas<strong>in</strong>gly on <strong>the</strong>ir ability to meet quantity and quality standards required by <strong>the</strong> large<br />

firms. Governments are uniquely placed to play adjudicate and en<strong>for</strong>ce <strong>the</strong>se contractual<br />

grades and standards.<br />

Much of <strong>the</strong> basic architecture of <strong>the</strong> required enabl<strong>in</strong>g environment is not specific to<br />

<strong>the</strong> RNFE, but also benefits o<strong>the</strong>r sectors <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> urban nonfarm economy and<br />
