ural poor operate <strong>in</strong> <strong>the</strong> alternative vertical supply cha<strong>in</strong>s that connect large and small firms<br />

toge<strong>the</strong>r, this approach highlights competitive and complementary relationships as well as<br />

specific opportunities and threats confront<strong>in</strong>g <strong>the</strong> rural poor.<br />

Third, build flexible <strong>in</strong>stitutional coalitions. Ra<strong>the</strong>r than creat<strong>in</strong>g expensive new<br />

<strong>in</strong>tegrated bureaucracies, <strong>in</strong>terveners must f<strong>in</strong>d ways to work across <strong>the</strong> exist<strong>in</strong>g patchwork<br />

of private and public agencies that currently exist. Depend<strong>in</strong>g on <strong>the</strong> commodity subsectors<br />

selected <strong>for</strong> review, a coalition of key stakeholders may <strong>in</strong>clude government regulators,<br />

technical <strong>in</strong>stitutes, <strong>in</strong>dustry associations, key private sector participants, donors or NGOs.<br />

In this model, any <strong>in</strong>terested party can <strong>in</strong>itiate action. As <strong>the</strong>y have many times <strong>in</strong> <strong>the</strong> past, a<br />

broad variety of prime movers can assemble work<strong>in</strong>g coalitions from among <strong>the</strong> vested<br />

<strong>in</strong>terest groups operat<strong>in</strong>g <strong>in</strong> any given subsector and location.<br />

Us<strong>in</strong>g <strong>the</strong> flexible <strong>in</strong>stitutional model proposed here, we envision a world <strong>in</strong> which an<br />

evolv<strong>in</strong>g coalition of <strong>in</strong>terest groups can <strong>in</strong>itiate diagnostic reviews and identify key systemic<br />

<strong>in</strong>terventions on behalf of targeted segments of <strong>the</strong> rural nonfarm population. In an<br />

<strong>in</strong>creas<strong>in</strong>gly dynamic and competitive rural environment, <strong>in</strong>tervention by government, NGOs<br />

and o<strong>the</strong>r equity-oriented groups will frequently prove necessary to cushion transitions and<br />

facilitate access by <strong>the</strong> poor to grow<strong>in</strong>g nonfarm market niches. Supported where necessary<br />

by such beneficent <strong>in</strong>volvement, a prosperous rural nonfarm economy can contribute to both<br />

aggregate economic growth and improved welfare of <strong>the</strong> rural poor.<br />
