(h) (i) The “Technical Bids with Commercial Terms and Conditions” shall be opened in the first instance in the presence of tenderers or representatives who may wish to be present. Only one authorized representative per tenderer will be permitted to be present at the time of opening of the tender unless otherwise permitted by the Tender Opening Committee for more representatives from tenderer. The “Financial Bid” must have pricing for evaluation of bids in absence of which bids will not be considered. Financial bids shall be opened only for technically qualified bidders. 2.5 Evaluation of Tender (a) The Tender Evaluation Committee (TEC) will evaluate the tenders on the basis of techno-commercial parameters, Presentation and Background Information. If considered necessary, the Committee (TEC) may decide to visit and inspect the facilities. Other related sites, as it may find worth in order to gather further information leading to evaluation of bids, may also be visited by TEC. Tenderer will be bound to provide all necessary information as desired by TEC at such sites. The short-listed tenderers will be called for detailed discussions at a specified date, time and venue including demonstration of their proposal methodology as submitted in the bid. (b) The Technical Proposal will be evaluated on the basis of applicant‟s experience, its undertaking of Terms of Reference (TOR), proposed methodology and work plan, and the experience of key personnel. Only those applicants whose technical proposal score 70 marks or more out of 100 shall be declared as technically suitable and will be empanelled (c) The scoring criteria to be used for evaluation shall be as follows: Sr. Items Marks Criteria No 1 Firm's relevant experience and presentation of the previous work demonstration to the evaluation committee 40 50% of the maximum marks shall be awarded for similar assignments undertaken by the tenderer. The remaining 50% shall be awarded for their relevant experience 2 Proposed Methodology and Work Plan 30 Evaluation will be based on the quality of submissions 3 Relevant Experience of key Personnel &Technical expertise of the firm, infrastructural facility available with the tenderer. 30 50% of the maximum marks for each key personnel shall be awarded for the number of similar assignments the respective Key personnel has worked on. The remaining 50% on firms technical capability, infrastructural facility. Grand Total 100 8
(d) If the Purchaser considers necessary, it may ask for revised financial bids from the short listed tenderers which should be submitted within three days of intimation of this effect in sealed envelopes on specified date and time. The revised bids shall not be for amounts more than one quoted earlier for an item, unless the specification is of higher than the earlier ones, by the respective tenderer. Any tenderer quoting higher rates for the same item with same specification quoted earlier in their revised financial bid shall be disqualified for further consideration. (e) The Financial Bid of the technically short listed tenderers only shall be opened in the presence of their representative, who may wish to be present, on a specified date and time at the office of the Director, School of Vocational Education and Training. (f) The Purchaser reserves the right to select the tenderer on the basis of best possible features quoted. The decision of IGNOU arrived at as above shall be final and representation of any kind shall not be entertained on the above. Any attempt by any tenderer to bring pressure of any kind shall disqualify the tenderer for the present tender and the tenderer shall be liable to be debarred from bidding for IGNOU tenders in future for a period of three years. (g) The Tender will be awarded to L-1. However, the Purchaser reserves the right to award the contract to any of the bidders irrespective of not being lowest and in this respect. The decision of the University shall be final. (h) The Tenderer must mention in writing the current projects in hand to asses their ability to complete the project in time 2.6. Acceptance of tender (a) The IGNOU may accept a tender for a part or whole of the quantity offered, reject any tender without disclosing any reason and may not accept the lowest or any tender. (b) The Tenderers must ensure that the conditions laid down for submission of offers detailed in the preceding Clauses and Sub-Clauses, are completely and correctly fulfilled. Tenders, which are not complete in all respects as stipulated above, shall be summarily rejected. (c) The tender shall be processed as per standard procedures. The Purchaser, however, reserves the right to reject any tender without disclosing any reason. The Purchaser would not be under obligation to give any clarifications to those Tenderers whose tenders have been rejected. Signature and Seal of the Tenderer 9
