at that time our clinical programs were enmeshed in a
federal investigation of Medicare billing fraud, our
research labs were overcrowded, faculty were
balkanized at the University of Washington Medical
Center, Harborview Medical Center, and the Seattle VA
Medical Center, and faculty morale was low.”
