at that time our clinical programs were enmeshed in a<br />

federal investigation of Medicare billing fraud, our<br />

research labs were overcrowded, faculty were<br />

balkanized at the University of Washington Medical<br />

Center, Harborview Medical Center, and the Seattle VA<br />

Medical Center, and faculty morale was low.”<br />
