communications at any level (City to Operational Area to Region to<br />

State) and is not intended to be used by field units.<br />

CLEMARS<br />

Eligibility: All law enforcement agencies, including certain special<br />

districts, public educational institutions, federal law enforcement<br />

agencies, and other public entities.<br />

The <strong>Cal</strong>ifornia Law Enforcement Mutual Aid Radio System<br />

(CLEMARS) is designed for necessary day-to-day operations,<br />

provided such use does not interfere with a higher priority need in<br />

the area. The National Law Enforcement Mutual Aid Radio System<br />

(NALEMARS) is one of the channels included within the CLEMARS<br />

pool of frequencies, allowing for communication with similarly<br />

equipped units from agencies in other parts of the United States.<br />

Law Enforcement agencies must inform other area (line-of-sight)<br />

user agencies when they are involved in high priority usage of<br />

CLEMARS channels. Such notification should be via several of<br />

these four forms:<br />

• A broadcast should be made on CLEMARS.<br />

• A CLETS message to adjoining CLEMARS users.<br />

Agencies may wish to utilize the <strong>Cal</strong>ifornia Law<br />

Enforcement Telecommunications System [CLETS] “User<br />

Group Notification” feature.<br />

• <strong>Cal</strong>ifornia Law Enforcement Radio System [CLERS]<br />

notification (via point-to-point radio system).<br />

• Telephone calls to area frequent users.<br />

CLEMARS 20 and 21: Due to special license restrictions, this<br />

channel is available only to Law Enforcement agencies located<br />

north of (and including) the counties of Monterey, Kings, Tulare,<br />

and Inyo.<br />

CLEMARS 22: Due to special license restrictions, this simplex<br />

channel is available only to Law Enforcement agencies with base<br />

stations located within 50 miles of Los Angeles City Hall (mobiles<br />

and portables within 80 miles).
