between hospitals intended for emergency traffic. Certain areas of<br />

<strong>Cal</strong>ifornia have established separate operational plans that<br />

supersede the basic plan.<br />

<strong>Cal</strong> EMA HF<br />

Eligibility: All <strong>Cal</strong>ifornia state agencies that have emergency<br />

assignments during periods of disasters and have a requirement to<br />

communicate with other <strong>Cal</strong>ifornia agencies.<br />

The <strong>Cal</strong> EMA High Frequency (HF) system is a fixed omnidirectional<br />

simplex radio system maintained at the Regional<br />

Emergency Operation Centers and State Operations Centers.<br />

STACOM<br />

Eligibility: State civil defense and emergency management<br />

agencies.<br />

As part of <strong>Cal</strong> EMA HF, the State Communications System<br />

(STACOM) HF (2-8 MHz) system is designed to provide point-topoint<br />

emergency radio communications coverage across the State.<br />

This system implements the FCC "State Emergency Capability<br />

Using Radio Effectively" (“Operation SECURE”) capability and is<br />

licensed and operated in accordance with FCC Rules Part 90 -<br />

Private Land Mobile Services and in accordance with FCC Public<br />

Notice 2419. STACOM is not used for routine operation.<br />

<strong>Cal</strong>ifornia Medical Mutual Aid Plan<br />

The <strong>Cal</strong>ifornia Medical Mutual Aid Plan documents the formal<br />

structures, policies, procedures and constraints under which<br />

<strong>Cal</strong>ifornia’s government units provide medical resources to local<br />

governments impacted by disasters. It provides an overview of the<br />

disaster medical system, listing which agencies and personnel<br />

participate in the system, laying out roles and responsibilities, and<br />

explaining the mutual aid procedures. The <strong>Cal</strong>ifornia Medical<br />

Mutual Aid Plan provides a plan and communication capabilities for<br />

the interchange and dissemination of disaster medical-related data,<br />

directives, and information between medical officials of local, State,<br />

and federal agencies. It can be downloaded at<br />
