Regional Structures<br />

Mutual Aid Regions<br />

To facilitate mutual aid response, <strong>Cal</strong>ifornia is divided into Mutual<br />

Aid Regions—six Fire Mutual Aid Regions and seven Law<br />

Enforcement Mutual Aid Regions—for all-hazards mutual aid<br />

coordination. The mutual aid regional system is based on four<br />

organizational levels: local agencies, counties (Operational Areas),<br />

regions, and the State. The mutual aid regional system allows for<br />

geographically adjacent emergency response agencies within an<br />

Operational Area to assist each other in mutual aid response.<br />

Should the event require assistance from outside the Operational<br />

Area, the region will provide assistance to the impacted Area. If the<br />

combined resources of the region are insufficient to cope with the<br />

incident, the Regional Coordinator will contact the appropriate State<br />

Mutual Aid Coordinator at <strong>Cal</strong> EMA for assistance with resource<br />

requests.<br />

<strong>Cal</strong>SIEC Planning Areas<br />

The <strong>Cal</strong>SIEC Planning Areas are designed around radio<br />

propagation boundaries and structured for interoperability focused<br />

planning, management, policy development, and regional<br />

interoperability communications system build out. Though the<br />

<strong>Cal</strong>SIEC Planning Area boundaries generally include one or more<br />

Mutual Aid Regions, incident response continues to be managed<br />

through the mutual aid regional system.
