2.16 Status <strong>of</strong> Local Government linkages<br />

Further <strong>Education</strong> and Training Colleges has linkages<br />

with local municipalities, and are benefiting from learnerships<br />

like LED (Local Economic Development), Ancillary Health<br />

Care with local hospitals. This learnership is popular at King<br />

Sabata Dalindyebo FET College in Mthatha.<br />

ABET provides adult education for learners in the<br />

<strong>Department</strong>s <strong>of</strong> Correctional Services, Agriculture and<br />

Health. Working at district level, it also continues to engage<br />

closely with the <strong>Department</strong> <strong>of</strong> Labour in skills programmes<br />

for learners.<br />

SNP activities. In a process <strong>of</strong> re-implementing SNP a task<br />

team compromising the Office <strong>of</strong> the Premier, Treasury and<br />

Linkages with Local Government structures are mainly<br />

ad-hoc and in accordance with need. All Districts have<br />

an <strong>Education</strong> Forum in place, where Local Government is<br />

represented. The Provincial Office does not have a formal<br />

structure to network and link up with Local Government.<br />

However, the Chief Director Strategic Management<br />

represents the <strong>Department</strong> at key meetings.<br />

HIV & AIDS works closely with the <strong>Department</strong> <strong>of</strong> Health<br />

and Social Development on the training <strong>of</strong> lay counsellors<br />

and closely with other <strong>Department</strong>s on and inter –<br />

departmental structure which aims to identify and refer<br />

orphans and vulnerable children (OVC Project)<br />

The School Enrichment Programme Unit works closely<br />

with the <strong>Department</strong> <strong>of</strong> Sport, Art and Culture to run the<br />

Summer Games, which is a joint venture to keep children<br />

<strong>of</strong>f the streets during vacation time. In a joint venture with<br />

Transnet, Libode nodal areas were reached in an attempt<br />

to boost low morale and self esteem and to reduce<br />

absenteeism and dropout from school.<br />

Auxiliary Services has worked closely as part <strong>of</strong> a task<br />

team within the <strong>Department</strong> <strong>of</strong> Public Transport to assess<br />

and develop policy around the use <strong>of</strong> light delivery vehicles<br />

as transport for learners.<br />

The School Nutrition Programme faced widely reported<br />

challenges toward the end <strong>of</strong> <strong>2006</strong> that led to the
