DISCUSSION<br />
Mr. Oslizlok, <strong>in</strong> propos<strong>in</strong>g the vote <strong>of</strong> thanks, said : It is a<br />
matter for great satisfaction that, thanks to the enterprise <strong>of</strong> Mr.<br />
Broderick we now have an extremely useful survey <strong>of</strong> the rapidly<br />
exp<strong>and</strong><strong>in</strong>g field <strong>of</strong> government activity with<strong>in</strong> the context <strong>of</strong><br />
national account<strong>in</strong>g. The purpose <strong>of</strong> the paper was to expla<strong>in</strong> <strong>and</strong><br />
to extend the basis <strong>of</strong> the new classification <strong>of</strong> government transactions<br />
adopted <strong>in</strong> the Irish Statistical Survey <strong>of</strong> 1958. He has<br />
done a good deal more. With his great knowledge <strong>of</strong> national<br />
account<strong>in</strong>g <strong>and</strong> quite remarkable powers <strong>of</strong> analysis <strong>and</strong> exposition<br />
he has conducted us through a, seem<strong>in</strong>gly, rational <strong>and</strong> frictionless<br />
world <strong>of</strong> statistics <strong>in</strong> which, apparently, nobody ever loses his<br />
sense <strong>of</strong> direction or f<strong>in</strong>ds himself <strong>in</strong> a cul-de-sac; <strong>in</strong> which national<br />
aggregates fall neatly <strong>in</strong>to their appropriate classes <strong>and</strong> the myriad<br />
<strong>of</strong> transactions between the various <strong>in</strong>stitutional groups is suitably<br />
adjusted <strong>and</strong> purified <strong>in</strong>to f<strong>in</strong>al flows, the total yield<strong>in</strong>g a net<br />
national product with the government contribution to it emerg<strong>in</strong>g<br />
<strong>in</strong> the shape <strong>of</strong> expenditure on goods <strong>and</strong> services currently consumed<br />
<strong>and</strong> on additions to, <strong>and</strong> improvements <strong>in</strong>, national capital<br />
stock.<br />
I am quite will<strong>in</strong>g to let Mr. Broderick lead me by the h<strong>and</strong><br />
provid<strong>in</strong>g he is will<strong>in</strong>g to concede that we have not been explor<strong>in</strong>g<br />
the territory but rather progress<strong>in</strong>g to a predeterm<strong>in</strong>ed dest<strong>in</strong>ation<br />
along a route well-mapped by statistical conventions. If these
