PAIWG members are encouraged to apply for the next intake. 2.5 Since the transition to government qualifications (launched March 2012), 45 trainees across the sector are undertaking a government traineeship. PAIWG members are to utilize networks and further promote the Government Traineeship Program. 3. STANDING ITEMS 2.6 To build on the success of the Supervising Talent Program, PSC will consider hosting further intakes. 3.1 PSC Update: Aboriginal Employment Strategy – Intake 2 (metro) of the Aboriginal Traineeship Program commenced and advertising for the regional roll out in Kununurra and Broome has begun. Currently in the process of developing a mentoring program for Aboriginal leaders in the sector. Royalties for Regions – secured funding to roll out 6 elements around building the capacity of the regions (see new items for more information). Graduate Leaders Development Program – launched in February with 35 graduates completing the program in June. The second intake commenced in July with 33 graduates. As part of the program, graduates can opt to undertake core units of a Certificate IV in Government. School-Based Traineeship Program – currently recruiting for the 2013/14 program, commencing in February 2013. This will be the first intake to undertake a Certificate II in Government. Common Use Arrangement (for Registered Training Organisations) – establishment of this CUA is well under way. Michelle Raymond, Manager Workforce Capability, is evaluating the tenders for this CUA. Once the CUA is available agencies will be able to engage an RTO without the need of going through a Request for Quotation process. Foundations of Government Human Resources Program – the Pilot program is underway with 24 participants scheduled to finish the Program by October. A second intake commenced earlier this month and a third intake will commence in October. On completion participants will achieve a Certificate IV in Government with a Human Resource focus. Strategic Directions - a midpoint review has been conducted. Agencies have advised PSC of new initiatives implemented in response to Strategic Directions. An analysis of the findings is underway, but preliminary results show that around 1000 new initiatives have been implemented which will be shared with the sector. PSC will table the Strategic Directions mid-point review results. PSC Next PAIWG meeting
3.2 EUPA Update included: changes to commencement payments for employers of apprentices/trainees assisting FESA to identify e-learning funding school based apprenticeship policy promotional marketing campaign (in collaboration with PSC) to promote public sector employment and government qualifications raised awareness (on behalf of Heather Glass - WA Institute of Translators and Interpreters) of the qualifications from the Public Sector Training Package in Translating and Interpreting. Encouraged agencies where possible to engage translators and interpreters with these qualifications. GSA to assist PSC advise agencies about e-learning funding available from the National VET E-learning Strategy, for trials of emerging technologies in 2012/13. PSC and GSA Next PAIWG meeting Discussion centred on the progress/achievements made to date as a result of PAIWG’s focus on government qualifications. EUPA to provide the Department of Training and Workforce Development with an update of key achievements made to date. EUPA ASAP 3.3 Government Skills Australia (GSA) Update: Rebecca Codd has been appointed as the new Industry Liaison Officer. Rebecca provided an overview of her industry liaison role at GSA. PAIWG members were encouraged to contact Rebecca to discuss projects, funding issues etc. GSA will also look into barriers associated with the Public Sector Training Package and RTOs scoped to deliver government qualifications. 4. NEW ITEMS 4.1 Royalties for Regions PSC was successful in securing funding from the Department of Regional Development and Lands’ Royalties for Regions (RfR) to build capacity in regional WA public sector agencies through the provision of workforce planning, development and employment initiatives. Damian Lambert provided an overview of the six elements of the action plan: 1. Strategic Directions 2. Integrity and Ethics 3. Public Sector Reform- Innovative Recruitment and Discipline Management 4. Leadership Development 5. Regional Employment 6. Indigenous Employment GSA and PSC to continue to work together and liaise with PAIWG regarding eligible funding for workforce development initiatives. PAIWG members to: -advise their CorpEx and their consultative agencies of the Royalties for Regions initiatives -provide Damian of a suitable contact person to be part of the RfR network. PSC and GSA PAIWG members Next PAIWG meeting ASAP 4.2 Policy Capability Framework Michelle Raymond provided an overview of PSC’s Policy Capability Framework PAIWG members to advise their CorpEx of the impending PAIWG members ASAP
