2. MINUTES &<br />

2.1 Previous <strong>PAIWG</strong> meeting minutes were endorsed.<br />
2.2 The draft Graduate Recruitment and Development Guide; designed to assist<br />
agencies develop graduate programs, will be sent to <strong>PAIWG</strong> members for<br />
comment.<br />

2.4 The Aboriginal Traineeship Program (metro) will be advertised again in
August <strong>2012</strong>. <strong>PAIWG</strong> members are encouraged to apply for the next intake.<br />
2.5 Since the transition to government qualifications (launched March <strong>2012</strong>), 45<br />
trainees across the sector are undertaking a government traineeship. <strong>PAIWG</strong><br />
members are to utilize networks and further promote the Government<br />
Traineeship Program.<br />

2.6 To build on the success of the Supervising Talent Program, PSC will consider<br />
hosting further intakes.<br />
3.1 PSC Update:<br />
Aboriginal Employment Strategy – Intake 2 (metro) of the Aboriginal<br />
Traineeship Program commenced and advertising for the regional roll out in<br />
Kununurra and Broome has begun. Currently in the process of developing a<br />
mentoring program for Aboriginal leaders in the sector.<br />
Royalties for Regions – secured funding to roll out 6 elements around building<br />
the capacity of the regions (see new items for more information).<br />
Graduate Leaders Development Program – launched in February with 35<br />
graduates completing the program in June. The second intake commenced in<br />
<strong>July</strong> with 33 graduates. As part of the program, graduates can opt to undertake<br />
core units of a Certificate IV in Government.<br />
School-Based Traineeship Program – currently recruiting for the 2013/14<br />
program, commencing in February 2013. This will be the first intake to<br />
undertake a Certificate II in Government.<br />
Common Use Arrangement (for Registered Training Organisations) –<br />
establishment of this CUA is well under way. Michelle Raymond, Manager<br />
Workforce Capability, is evaluating the tenders for this CUA. Once the CUA is<br />
available agencies will be able to engage an RTO without the need of going<br />
through a Request for Quotation process.<br />
Foundations of Government Human Resources Program – the Pilot program is<br />
underway with 24 participants scheduled to finish the Program by October. A<br />
second intake commenced earlier this month and a third intake will commence<br />
in October. On completion participants will achieve a Certificate IV in<br />
Government with a Human Resource focus.<br />
Strategic Directions - a midpoint review has been conducted. Agencies have<br />
advised PSC of new initiatives implemented in response to Strategic Directions.<br />
An analysis of the findings is underway, but preliminary results show that around<br />
1000 new initiatives have been implemented which will be shared with the<br />
sector.<br />

3.2 EUPA Update included:<br />
changes to commencement payments for employers of<br />
apprentices/trainees<br />
assisting FESA to identify e-learning funding<br />
school based apprenticeship policy<br />
promotional marketing campaign (in collaboration with PSC) to<br />
promote public sector employment and government qualifications<br />
raised awareness (on behalf of Heather Glass - WA Institute of<br />
Translators and Interpreters) of the qualifications from the <strong>Public</strong> <strong>Sector</strong><br />
Training Package in Translating and Interpreting. Encouraged agencies<br />
where possible to engage translators and interpreters with these<br />
qualifications.<br />

3.3 Government Skills Australia (GSA) Update:<br />
Rebecca Codd has been appointed as the new Industry Liaison Officer. Rebecca<br />
provided an overview of her industry liaison role at GSA.<br />
<strong>PAIWG</strong> members were encouraged to contact Rebecca to discuss projects,<br />
funding issues etc. GSA will also look into barriers associated with the <strong>Public</strong><br />
<strong>Sector</strong> Training Package and RTOs scoped to deliver government qualifications.<br />
4. NEW ITEMS 4.1 Royalties for Regions<br />
PSC was successful in securing funding from the Department of Regional<br />
Development and Lands’ Royalties for Regions (RfR) to build capacity in regional<br />
WA public sector agencies through the provision of workforce planning,<br />
development and employment initiatives.<br />

4.2 Policy Capability Framework<br />
Michelle Raymond provided an overview of PSC’s Policy Capability Framework<br />
<strong>PAIWG</strong> members to advise<br />
their CorpEx of the impending<br />
<strong>PAIWG</strong> members<br />
ASAP
(PCF); designed to lead the development of improved policy skills within the<br />
public sector. After undertaking a policy skills audit of the sector and establishing<br />
a Policy Capability Framework Reference Group, a draft PCF has been developed<br />
which consists of four key policy capabilities. The PCF has been distributed to<br />
CEOs and DGs for comment before seeking final endorsement from the ECC.<br />

4.3 Disability Reference Group<br />
Rachelle Jarvis discussed how PSC, in conjunction with the Disability Services<br />
<strong>Commission</strong>, has planned a Disability Employment in the WA <strong>Public</strong> <strong>Sector</strong><br />
Working Group (DEWAPS) to explore the expansion of disability employment in<br />
the public sector. DEWAPS membership will consist of key personnel from<br />
agencies and Disability Employment Service Providers. A draft Terms of<br />
Reference has been developed. Discussion centred on sharing resources,<br />
addressing barriers to disability employment and mechanisms to promote<br />
disclosure of disability.<br />

4.4 Employment Based Training Strategy<br />
Gill Gallacher provided an overview of PSC’s review of employment based<br />
training within the public sector. For the sector to expand beyond its current<br />
application of EBT, an EBT strategy has been developed which will increase<br />
awareness and understanding, build capacity of agencies to implement EBT and<br />
improve access to EBT initiatives. PSC has provisionally scheduled an EBT Forum<br />
to promote EBT and officially launch the EBT strategy.<br />
5. AGENCY ISSUES Discussion centred on <strong>PAIWG</strong> membership and the number of agencies<br />
represented. Concerns were raised regarding the number of agencies who had<br />
indicated their attendance but had not attended.<br />
Discussion centred on the timing and reporting requirements of the Annual<br />
Agency Survey.<br />
Discussion centred on the Department of Corrective Services gaining scope to<br />
deliver Certificate IV in Government. Further discussion occurred around<br />
induction and machinery of government materials for Department of Corrective<br />
Service’s Aboriginal Leaders Program.<br />
