I. Introducti<strong>on</strong><br />

The Cambodia <strong>Tree</strong> Seed Project (CTSP) is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the comp<strong>on</strong>ents <str<strong>on</strong>g>of</str<strong>on</strong>g> Indochina <strong>Tree</strong><br />

Seed Programme (ITSP) established in July 1999 after the agreement between the RGC<br />

and RGD <strong>on</strong> 'Instituti<strong>on</strong>al Capacity Building <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> <strong>Tree</strong> Seed Sector in<br />

Cambodia’ and it is supported by RGD for 5 year from 15 October 1998 to 14 October<br />

2003. In Southeast Asia DANIDA is resp<strong>on</strong>sible for giving Envir<strong>on</strong>mental Aid to<br />

Cambodia, Lao PDR and Vietnam through the Envir<strong>on</strong>ment, Peace and Stability Fund <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Denmark. In Cambodia the Executing Agency is MAFF/DFW’s Aforestati<strong>on</strong> Office.<br />

Implementati<strong>on</strong> is to develop supply <str<strong>on</strong>g>of</str<strong>on</strong>g> good genetic quality seed and good management <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

seed sources to meet the need <str<strong>on</strong>g>of</str<strong>on</strong>g> nati<strong>on</strong>al reforestati<strong>on</strong> activities.<br />

Following this directive, the project has c<strong>on</strong>ducted surveys and training to project staff<br />

including the forestry pers<strong>on</strong>nel from the Provinces and discussed how to identify the seed<br />

source areas, the seed source tree in natural forest, which is the important task, as well as<br />

need to provide suggesti<strong>on</strong>s as to involve private and local communities in selecting the<br />

seed trees for other proposes than industrial plantati<strong>on</strong>. For this purpose a <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Workshop</str<strong>on</strong>g> <strong>on</strong> Priorities <strong>Tree</strong> Seed <strong>Species</strong> was c<strong>on</strong>ducted in cooperati<strong>on</strong> between DFW<br />

and DANIDA.<br />

II. Objective <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Workshop</str<strong>on</strong>g><br />

The aim <str<strong>on</strong>g>of</str<strong>on</strong>g> a <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Workshop</str<strong>on</strong>g> is to discuss the selecti<strong>on</strong> and utilizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> seed trees. At<br />

present, the aforestati<strong>on</strong> and reforestati<strong>on</strong> program do not identify the proper species for<br />

tree seed, especially the plus trees that would have been formed and could supply the seed<br />

according to the c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> each regi<strong>on</strong>. In order to identify the priority tree species, the<br />

workshop discussed three points:<br />

1. Identify priority trees according to the general utilizati<strong>on</strong> in Cambodia<br />

2. Classificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> tree seed priority in relati<strong>on</strong> to development work: To create<br />

the seed source, seed producti<strong>on</strong>, tree improvement, extensi<strong>on</strong> and seed supply.<br />

3. C<strong>on</strong>sider the research base <strong>on</strong> endangered species and rare species.<br />

III. <str<strong>on</strong>g>Workshop</str<strong>on</strong>g> Implementati<strong>on</strong><br />

Opening<br />

The workshop had durati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> two days from 15 to 16 August 2000 and was held in<br />

Juliana Hotel, Phnom Penh. Guests <str<strong>on</strong>g>of</str<strong>on</strong>g> h<strong>on</strong>or were: H.E. Chan Sarun Under-Secretary <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

State <str<strong>on</strong>g>of</str<strong>on</strong>g> Forestry, MAFF and advisor <str<strong>on</strong>g>of</str<strong>on</strong>g> Prime Minister in charge <str<strong>on</strong>g>of</str<strong>on</strong>g> forestry; H.E. Kum<br />

Sar<strong>on</strong>, Director General <str<strong>on</strong>g>of</str<strong>on</strong>g> MAFF; Mr. Ty Sokhun, Director General <str<strong>on</strong>g>of</str<strong>on</strong>g> DFW; Mr. John<br />

Stellwagen Coordinator <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Resource and Envir<strong>on</strong>mental Programme, CDC-<br />

DANIDA; Mr. Jens Aare Olsen, Chief Technical Adviser <str<strong>on</strong>g>of</str<strong>on</strong>g> Indochina <strong>Tree</strong> Seed<br />

Program. Participants in the workshop included the representatives <str<strong>on</strong>g>of</str<strong>on</strong>g> related instituti<strong>on</strong>s,<br />

internati<strong>on</strong>al organizati<strong>on</strong>s, NGOs, Forest c<strong>on</strong>cessi<strong>on</strong> companies, Provincial forest and<br />

wildlife <str<strong>on</strong>g>of</str<strong>on</strong>g>fices and pers<strong>on</strong>nel <str<strong>on</strong>g>of</str<strong>on</strong>g> Forestry and Wildlife Department, a total <str<strong>on</strong>g>of</str<strong>on</strong>g> 117<br />

participants.<br />

Mr. Ty Sokhun, Director General <str<strong>on</strong>g>of</str<strong>on</strong>g> Forestry, opened the workshop. In the past we knew<br />

that the lack <str<strong>on</strong>g>of</str<strong>on</strong>g> seed quality was a problem in reforestati<strong>on</strong> and planting Programmes in<br />

Cambodia. This project is directed to seed source establishment and selecting trees in<br />

natural forests as to protect the high value and rare species. The project has helped to<br />
