(5) Any other organizational, operational, procedural, or technical<br />

responsibilities and functions which the department determines to be appropriate to<br />

provide to commission staff and for which it determines there is a need for staff training<br />

and development.<br />

(c) The department may provide training and development programs for<br />

airport land use commission staff pursuant to this section by any means it deems<br />

appropriate. Those programs may be presented in any of the following ways:<br />

(1) By offering formal courses or training programs.<br />

(2) By sponsoring or assisting in the organization and sponsorship of<br />

conferences, seminars, or other similar events.<br />

(3) By producing and making available written information.<br />

(4) Any other feasible method of providing information and assisting in the<br />

training and development of airport land use commission staff.<br />

SEC. 2. The sum of one hundred thousand dollars ($100,000) is hereby<br />

appropriated from the Aeronautics Account in the State Transportation Fund to the<br />

Department offransportation for the purposes of this act.<br />

SEC. 3. This act is an urgency statute necessary for the immediate preservation<br />

of the public peace, health, or safety within the meaning of Article IV of the Constitution<br />

and shall go into immediate effect. The facts constituting the necessity are:<br />

In order to assist airport land use commissions to comply with state law<br />

requiring the development and adoption of comprehensive land use plans for each<br />

public airport in California, and in order to provide for the orderly development of<br />

public airports and to provide adequate protection from incompatible land uses in the<br />

vicinity of public use airports at the earliest possible time, it is necessary that this act<br />

take effect immediately.<br />

Airport Land Use Planning Handbook<br />

SEC. 4. 21674.7. An airport land use commission that formulates, adopts or<br />

amends a comprehensive land use plan shall be guided by information prepared and<br />

updated pursuant to Section 21674.5 and referred to as the Airport Land Use Planning<br />

Handbook published by the Division of Aeronautics of the Department of<br />

Transportation.<br />

SEC. 5. No reimbursement is required by this act pursuant to Section 6 of<br />

Article Xlll B of the California Constitution because the local agency or school district<br />

has the authority to levy service charges, fees, or assessments sufficient to pay for this<br />

program or level of service mandated by this act. Notwithstanding Section 17580 of<br />

the Government Code, unless otherwise specified in this act, the provisions of this act<br />

shall become operative on the same date that the act takes effect pursuant to the<br />

California Constitution.
