<strong>TENDER</strong> <strong>NOTICE</strong><br />

PROJECT NAME: CLUSTER 4 WATER SUPPLY SCHEME: NORTH EASTERN SCHEME<br />

RESERVOIRS<br />

<strong>TENDER</strong> NUMBER: 12/2013/MD(BL)<br />

Tenders are invited for the supply of materials, labour, and equipment for the construction water<br />

supply reservoirs, and appurtenant works in the CALA (SAKHISIZWE LM) district of the Eastern<br />

Cape, within Clunny Farm villages of , Macangceni, Xonya, and Cala Pass;and Alipha Farm within the<br />

villages of Alipha extension 1&3, and Mgwalana.<br />

Alipha Farm villages are located approximately 15km from Cala; branching off to the right side of the<br />

R 359 main Road at approximately 10km from Cala on the way to Elliot. Clunny Farm villages are<br />

located approximately 10km from Cala on the left side of R 359 main Road from Cala to Elliot.<br />

The works consist of constructing five reinforced concrete reservoirs of capacities ranging from 25KL<br />

to 275 KL, and one 80KL elevated pressed steel tank, complete with inlet and outlet works,<br />

connection to the already constructed pipelines, and a booster pump to raise water to the elevated<br />

tank.<br />

All work is to be carried out by labour intensive construction (LIC) methods.<br />

Tenderes should have a CIDB contractor grading designation of 5CE/4CEPE or 5GB/4GBPE or<br />

higher.<br />

One copy of the tender document and drawings will be obtained from the offices of <strong>Chris</strong> <strong>Hani</strong> <strong>District</strong><br />

<strong>Municipality</strong>, Finance Department, 44 Cathcart Road, and Queenstown from Monday, 15 April 2013<br />

at 9H00. A non-refundable deposit of R500.00 (either cash or bank guaranteed cheque in favour of<br />

<strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong>) is required per document.<br />

A compulsory site inspection will be held on Friday, 19 April 2013 at 10H00 where the Engineers and<br />

the Supply Chain Management Unit shall take the prospective tenderers to the site of the works. The<br />

meeting point shall be at Sakhisizwe Municipal Offices, Cala, from where the attendees will proceed<br />

to site.<br />

Tenders in sealed envelopes endorsed “<strong>TENDER</strong>NO: 12/2013/MD(BL) – CLUSTER 4 WATER<br />

SUPPLY: NORTH EASTERN SCHEME RESERVOIRS must be placed in the tender box at the <strong>Chris</strong><br />

<strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong> offices, 15 Bells Road, Queenstown not later than 12H00 on Friday, 17<br />

May 2013 where tenders will be opened in public.<br />

Late, incomplete, electronic, telegraphic, telexed, faxed tenders will not be considered.<br />

<strong>TENDER</strong>ERS MUST TAKE NOTE OF THE FOLLOWING CONDITIONS:<br />

Tenderers will have to score a minimum of 30 out of 50 points for functionality; in order to<br />

qualify to be assessed for price and preference.


Tenders must attached completion certificates of the projects they have completed in order to<br />

be assessed for functionality.<br />

A certified copy of the BBBEE certificate must be attached to the tender for BBBEE points to<br />

be allocated. In the case of a Joint Venture, or Consortium, a consolidated BBBEE<br />

certificate for the parties involved should be attached in order to be considered<br />

A minimum qualification of LIC NQF5 of the supervisor shall be required otherwise the bid will<br />

be non-responsive.<br />

An approved formal performance guarantee will be required from the awarded tenderer. A<br />

letter of intent to provide this guarantee, from an approved company/state entity has to be<br />

submitted with the bid for it to be responsive.<br />

An original Tax Clearance Certificate from the South African Revenue Services is to be<br />

submitted with the completed tender.<br />

Proof of good standing with the workmen’s compensation must be submitted with the tender<br />

for it to be responsive.<br />

An original bank stamped Financial Bank Rating Code, not older than two months.( A<br />

minimum rating of C will be required for the bid to be responsive)<br />

A Company profile of the bidder, with full curriculum vitae of the proposed project team must<br />

be submitted stating whether each of the members will be full time or part time on the project,<br />

and their roles for the tender to be responsive.<br />

Certified ID copies of owners or directors of the company to be included in the bid.<br />

The <strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong> Supply Chain Management Policy will apply.<br />

Penalties will be applied both in respect of late completion of the works and failure to meet the<br />

required targets.<br />

Failure to complete all tender forms, data sheets and submit all supplementary information<br />

will lead to the tender being considered non-responsive.<br />

All tenders are valid for 90 days after the tender closing date and the Employer is bound to<br />

furnish any reasons for the acceptance or rejection of a tender.<br />

Tenders which are late, incomplete, unsigned or submitted by facsimile or electronically, will<br />

not be accepted.<br />

All contractors must be registered with CIDB and the CRS Number must be submitted with<br />

the tender.<br />

<strong>Chris</strong> <strong>Hani</strong> <strong>District</strong> <strong>Municipality</strong> does not bind itself to accept the lowest tenders or any tender<br />

and reserves the right to accept the whole or part of the tender.<br />

NO BIDS WILL BE CONSIDERED FROM PERSON IN THE SERVICE OF THE STATE.<br />

PREFERENTIAL PROCUMENT POLOCY FRAMEWORK ACT (PPPFA) WILL BE AWARDED<br />
