Description of <strong>Saferworld</strong> and <strong>South</strong> <strong>Sudan</strong> programme:<br />

<strong>Saferworld</strong> is an independent non-governmental organisation that works to prevent and reduce violent conflict and<br />

promote cooperative approaches to security. We work with civil society, governments and international<br />

organisations to encourage and support effective policies and practices through advocacy, research and policy<br />

development, and through supporting the actions of others.<br />

<strong>Saferworld</strong> has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We<br />

have well-established programmes in Kenya, Uganda, Somalia and <strong>South</strong> <strong>Sudan</strong>, with some work also conducted<br />

relating to <strong>Sudan</strong> and Ethiopia. In addition to work at a country level, <strong>Saferworld</strong> also supports regional and<br />

international conflict prevention and security processes from its regional offices and its global headquarters in<br />

London.<br />

<strong>Saferworld</strong>’s <strong>South</strong> <strong>Sudan</strong> programme aims to develop and implement community-focused and integrated<br />

responses to the complex mix of security, conflict and development challenges faced by the people, the state and<br />

international partners. The programme will improve:<br />

• Security sector governance and community-focused security responses, focusing on policing service delivery,<br />

role of informal security providers, civil society oversight, and links between security, conflict & development<br />

• Small arms control policy, legislative framework and its implementation<br />

• Multi-sector national and international responses to conflict and insecurity through providing information and<br />

analysis and sharing lessons from practical programming.<br />

The programme seeks to achieve change in these three areas through working with national and state-level<br />

government and civil society stakeholders, and international actors. The geographic focus will be on <strong>South</strong> <strong>Sudan</strong>,<br />

with some engagement on North-<strong>South</strong>, regional and cross-border issues.<br />

Job Purpose:<br />

The <strong>Country</strong> <strong>Manager</strong> will be responsible for the successful delivery of <strong>Saferworld</strong>’s existing programme of work<br />

on security and justice, small arms controls, and aid and conflict, in addition to developing and establishing new<br />

areas of engagement for <strong>Saferworld</strong> in <strong>South</strong> <strong>Sudan</strong> in these and other areas as appropriate.


Key areas of responsibility:<br />

1: Lead the planning, implementation, monitoring and reporting of <strong>Saferworld</strong>’s programming in <strong>South</strong> <strong>Sudan</strong><br />

ensuring opportunities for development are capitalised on and strategic direction is maintained.<br />

2: Build and maintain effective external relationships in support of <strong>Saferworld</strong>’s work in <strong>South</strong> <strong>Sudan</strong>.<br />

3: Ensure the physical welfare, well-being and professional development of programme staff.<br />

4: Oversee the efficient implementation and incremental improvement of Ops/HR and Finance processes<br />

5. Ensure effective relations are maintained with other parts of <strong>Saferworld</strong><br />

Duties:<br />

1: Lead the planning, implementation, monitoring and reporting of <strong>Saferworld</strong>’s programming in <strong>South</strong><br />

<strong>Sudan</strong> ensuring opportunities for development are capitalised on and strategic direction is maintained.<br />

Detail Actions:<br />

- Lead the development and periodic review of <strong>Saferworld</strong>’s <strong>South</strong> <strong>Sudan</strong> strategy<br />

- Manage the overall development and implementation of programme components in fulfilment of<br />

<strong>Saferworld</strong>’s <strong>South</strong> <strong>Sudan</strong> strategy and in accordance with funded programme obligations<br />

- Lead in ensuring effective planning, monitoring and reporting for <strong>Saferworld</strong>’s <strong>South</strong> <strong>Sudan</strong> programme<br />

components and activities<br />

- Remain updated on the context in <strong>South</strong> <strong>Sudan</strong>, ensure that the programme remains relevant and<br />

responsive to the context and opportunities for growth are capitalised on<br />

- Provide technical expertise to programme staff as relevant and/or assist in ensuring that the correct<br />

technical expertise is available to programme staff<br />

2: Build and maintain effective external relationships in support of <strong>Saferworld</strong>’s work in <strong>South</strong> <strong>Sudan</strong><br />

Detail Actions:<br />

- Maintain good relationships and regular contacts with, but not limited to, the: Ministry of Interior, Police<br />

Service and Bureau for Community Security & Small Arms Control; international partners and stakeholders<br />

and relevant donors and civil society organisations that <strong>Saferworld</strong> may engage with<br />

- Ensure effective management of any formal partnerships between <strong>Saferworld</strong> and government, civil<br />

society and international partners<br />

- Remain updated on the overall ‘aid architecture’ in <strong>South</strong> <strong>Sudan</strong> in order to be able to identify appropriate<br />

entry points for <strong>Saferworld</strong>’s current and future work<br />

- Represent <strong>Saferworld</strong> in high-level meetings and ensure effective representation in external coordination<br />

fora that <strong>Saferworld</strong> is involved in, such as the Conflict Reduction sub-cluster<br />

- Identify and develop – together with regional Head of Programme – fundraising opportunities for the <strong>South</strong><br />

<strong>Sudan</strong> programme<br />

3: Ensure the physical welfare, well-being and professional development of programme staff<br />

Detail Actions:<br />

- Provide line management to members of the country management team, currently consisting of two Area<br />

Project <strong>Manager</strong>s, one Operations/HR <strong>Manager</strong> and one Finance <strong>Manager</strong><br />

- Oversee and support the well-being and professional development of the wider team of staff in <strong>South</strong><br />

<strong>Sudan</strong>, currently numbering fourteen people, in accordance with <strong>Saferworld</strong>’s performance management<br />

system<br />

- Ensure compliance with <strong>South</strong> <strong>Sudan</strong>’s security plan, updating procedures and ensuring regular staff<br />

briefings and training are provided where necessary in collaboration with the Security Focal Point<br />

4: Oversee the efficient implementation and incremental improvement of operations, HR and Finance<br />

processes<br />

Detail Actions<br />

- Ensure that <strong>Saferworld</strong> <strong>South</strong> <strong>Sudan</strong> is compliant with local legislation and directives, <strong>Saferworld</strong>’s policies<br />

and procedures, and donor procurement regulations, in collaboration with the Operations/HR <strong>Manager</strong><br />

- Ensure all accounting and finance functions and donor financial regulations are complied with by all staff<br />

and partners, in collaboration with the Finance <strong>Manager</strong>


5. Ensure effective relations are maintained with other parts of <strong>Saferworld</strong><br />

Detail Actions<br />

- Engage with other country managers and heads of regions to ensure that potential programmatic or<br />

operational synergies are maximised<br />

- Coordinate closely with Policy, Advocacy and Communications (PAC) staff in London HQ to enable the<br />

efficient transfer of knowledge and resources (including seconded staff) to support the achievement of the<br />

programme’s objectives<br />

- Collaborate with the Head of Organisational Development Unit and Director of Operationss/HR and others<br />

to ensure lessons learnt are utilised in-country and/or shared with the wider organisation<br />

Person Specification<br />

Essential requirements:<br />

- Extensive experience at a senior management level managing multiple grants in a complex and logistically<br />

challenging environment.<br />

- Strong communication and staff management skills with experience of managing operations and finance<br />

personnel as well as programmes staff in a multi-cultural setting<br />

- Experience in financial management, including in regular oversight of financial procedures, budget<br />

management and donor reporting<br />

- Master’s degree in international relations, conflict or security studies or similar; or equivalent practical<br />

experience on the issues<br />

- Previous experience of living and operating in a challenging or conflict-affected environment like <strong>South</strong><br />

<strong>Sudan</strong><br />

- Proven ability to plan strategically and manage organisational security systems and procedures<br />

Desirable requirements:<br />

- Expertise on security and justice, small arms control and/or conflict and development issues<br />

- Previous experience or knowledge of <strong>South</strong> <strong>Sudan</strong> and/or the region<br />

- Knowledge of Arabic desirable but not essential<br />

Terms and Conditions<br />

- Salary range: A competitive INGO salary will be offered<br />

- Benefits: As per <strong>Saferworld</strong> <strong>South</strong> <strong>Sudan</strong> benefits policy<br />

- Holidays: 28 days/year in addition to agreed S <strong>Sudan</strong> public holidays<br />

- Hours: Standard working week is 37.5 hours<br />

- Probation: There will be a probationary period of three months<br />
