officers were responsible for the administration of law<br />

and order. Several. flurther attempts were made to establish<br />

a local authority, but all proved abortive until 1955,<br />

when a local council was elected. The elections were<br />

closely supervised by the Ministry of the Interior.<br />

But after the elections, when the council was set up<br />

to handle some of the affairs of the community, close<br />

supervision and control were maintained. ' At present the<br />

sub-district officer has to be consulted in all matters<br />

requiring large-scale expenditure, and the annual subsidy<br />

which is provided by the Treasury is released to the local<br />

council through the sub-district officer. When disputes<br />

arise in the local council, or when there is some crisis<br />

in administration, both the sub-district and district officers<br />

intervene; and they have the power to disband the local<br />

council or to compel itd reorganization if they think this<br />

necessary. The town treasurer is appointed by the district<br />

officer, from outside of the community, and he is directly<br />

responsible to him and not to the local council.<br />

Rosh Ha'Ayin does not have its own police or courts,<br />

but is part of the judicial and police district of Petah-<br />

Tikvah.<br />
