Experience of a lifetime<br />

for Modern Apprentices<br />

In the September Bulletin we<br />

mentioned Modern Apprentices<br />

Joshua Vekula and Matthew Davis,<br />

who were awarded an Outward Bound<br />

scholarship in the Marlborough<br />

Sounds. We caught up with them<br />

afterwards to see how they got on...<br />

Josh of Downer EDI Works, Wellington,<br />

and Matt of Fulton Hogan, Dunedin, are<br />

both doing a Modern Apprenticeship in<br />

Civil Plant Operation. They were chosen<br />

for the scholarship because of their<br />

commitment and enthusiasm toward<br />

their training. The aim of the scholarship<br />

was to help them achieve their full<br />

potential and develop their leadership<br />

skills. The scholarship included a place on<br />

a 21 day Classic course, travel to and from<br />

Anakiwa in the Marlborough Sounds and<br />

a $500 Kathmandu voucher to help pay<br />

for their gear.<br />

<strong>InfraTrain</strong> got involved with Outward<br />

Bound through the Built Environment<br />

Training Alliance (BETA) who organised<br />

the course. Fourteen Modern Apprentices<br />

took part from ITOs including Building<br />

and Construction, ETITO, Flooring, Creative<br />

Trades, Joinery, Plumbing, Gasfitting,<br />

Drainlaying and Roofing. The BETA group<br />

worked together as a team for the three<br />

week course and became known as<br />

‘Scott Watch.’<br />

Both Josh and Matt admit that they<br />

didn’t really know what they were letting<br />

themselves in for when they applied for<br />

the scholarship. Josh explains, “I thought<br />

Outward Bound would be a bit like school<br />

camp, where you do a few outdoor<br />

sports like kayaking and get to have fun<br />

with your mates.” Instead, they found<br />

themselves getting up at 6am every day<br />

and running at least 3km, before taking<br />

part in a challenging schedule of activities<br />

which often went on until 10pm.<br />

During the course, Scott Watch took part<br />

in kayaking, tramping, high ropes and a<br />

grueling half marathon – all tasks which<br />

taught them to communicate effectively<br />

and work as a team. They also completed<br />

a challenge where they scaled a 20 metre<br />

climbing wall – blindfolded and with their<br />

legs tied together!<br />

Matt says “Outward Bound has taught<br />

me that attitude is really important – it’s<br />

amazing what you can achieve when you<br />

put your mind to it. I really learned this<br />

when it came to the climbing. At the<br />

start you think you can’t do it, but when<br />

you get to the top – jeez, what a rush!”<br />

Despite constant rain for most of the<br />

three weeks, Josh and Matt thoroughly<br />

enjoyed Outward Bound. Although it<br />

was testing at times, the highs<br />

outweighed the lows – for both the<br />

highlight was kayaking down a huge<br />

rapid which no one else had completed<br />

due to of the sheer volume of water.<br />

Matt and Josh agree that Outward Bound<br />

was a positive experience and that they

learned a lot about themselves. The<br />

course helped them to skills such as<br />

leadership, teamwork, organisation and<br />

perseverance, which they have been<br />

able to take away and apply directly to<br />

their work.<br />

The course also gave them the<br />

opportunity to look at their personal lives<br />

and focus on setting goals for the future.<br />

Matt says “Near the end of the course<br />

we did a solo event, where we spent<br />

four nights and three days completely<br />

alone on a beach with minimal supplies.<br />

One of our tasks was to write a letter to<br />

ourselves, which Outward Bound will post<br />

to us in six months time. The letter will<br />

be a good way to see whether we’ve stuck<br />

to our goals, and to remind us of what we<br />

set out to achieve.”<br />

Josh feels that he is already reaping the<br />

rewards of the course. “Before Outward<br />

Bound I was a smoker, but I had my last<br />

cigarette at the ferry terminal in Picton<br />

and haven’t smoked since. I’m much<br />

fitter now, eat fewer takeaways and run<br />

regularly, and I can’t see myself going<br />

back to the way I was before.”<br />

As for the future, Scott Watch are already<br />

planning a reunion for next August, where<br />

they will take their families and friends<br />

along. Both Josh and Matt have come away<br />

feeling they have made friends for life, and<br />

Josh has already met up with others from<br />

the watch since returning home.<br />

John Wills, CEO of <strong>InfraTrain</strong> said<br />

“We received a number of excellent<br />

applications for the scholarship<br />

and we were encouraged to see the<br />

commitment being made by so many<br />

Modern Apprentices to gaining skills and<br />

qualifications in the industry.<br />

“We are really pleased that Matthew and<br />

Joshua enjoyed their experience and hope<br />

that it will continue to benefit them in<br />

their career and personal lives in years to<br />

come. Outward Bound is an extremely<br />

worthwhile programme, and <strong>InfraTrain</strong> will<br />

continue to sponsor scholarships in the<br />

future so that more trainees can benefit.”<br />

Applications for 2009 scholarships<br />

will open in March – details will be<br />

posted at www.infratrain.co.nz early<br />

next year.<br />

<strong>InfraTrain</strong> assessment is world-class<br />

<strong>InfraTrain</strong> has successfully trialed<br />

a Recognition of Current Competency<br />

(RCC) model to assess skilled and<br />

experienced candidates in the<br />

workplace.<br />

Using a portfolio to collect evidence such<br />

as workplace documents is central to the<br />

RCC process. The candidate also provides<br />

a written record of their work experiences.<br />

Following assessment of the portfolio,<br />

the assessor undertakes a site visit to<br />

meet with the candidate and verifiers.<br />

During the visit, the candidate has<br />

the opportunity to demonstrate their<br />

understanding of what they have<br />

learned and to give examples of their<br />

skills and attitudes through ‘professional<br />

conversation’ with the assessor.<br />

The first twenty candidates have<br />

successfully completed RCC assessments<br />

for the National Certificate in<br />

Infrastructure Pipelaying, and the<br />

model has received positive feedback<br />

from candidates and assessors. As<br />

well as the National Certificate in<br />

Infrastructure Pipelaying, RCC portfolios<br />

are now available for candidates<br />

wishing to complete the National<br />

Certificates in Civil Plant Operation,<br />

and will shortly be available for Civil<br />

Construction Supervision. Further<br />

portfolios will continue to be developed.<br />

Lester Hoare, Quality Assurance Manager<br />

at <strong>InfraTrain</strong>, recently presented a paper<br />

outlining the trial to the International<br />

Association for Educational Assessment<br />

2008 Conference, which was held in<br />

Cambridge, England.<br />

Lester explains, “The IAEA Conference<br />

provided an opportunity for <strong>InfraTrain</strong> to<br />

benchmark the RCC assessment model<br />

against those used by other organisations<br />

and in other countries. We were<br />

encouraged to find that our model<br />

compares very favourably to others and<br />

was viewed positively by delegates. The<br />

conference reinforced our view that<br />

not only is <strong>InfraTrain</strong> up there with<br />

the rest of the world, it is actually an<br />

innovator and leader in it’s approach to<br />

qualifications assessment.”<br />

Group learning paves the<br />

way to success at Fulton<br />

Hogan<br />

A fresh approach to learning by Fulton<br />

Hogan North Harbour in Silverdale,<br />

Auckland has resulted in a number<br />

of trainees completing the National<br />

Certificate in Civil Construction Works<br />

(General Introductory Skills).<br />

Weekly classroom-based study sessions<br />

were held for staff at the Waitakere site as<br />

part of an initiative to increase motivation<br />

and improve teamwork. The sessions were<br />

run by Auckland-based <strong>InfraTrain</strong> Training<br />

Advisor, Rayma Chorley, and gave trainees<br />

the chance to go through their workbooks<br />

as a group and to apply the tasks to<br />

their roles. One to one sessions were also<br />

used to set goals and look at individual<br />

learning needs.<br />

Peter Gillespie, Workplace Assessor and<br />

Tutor at Fulton Hogan, said “We’re really<br />

proud of how this group of trainees<br />

has progressed. The classroom-based<br />

sessions were a great way to reiterate<br />

what they’ve learned out on site. We have<br />

also noticed an increase in motivation<br />

and a change in attitudes. The GIS is<br />

a great success and has helped set the<br />

trainees onto a pathway of learning. The<br />

staff based at Waitakere and Silverdale<br />

who completed the qualification will<br />

now progress to the National Certificate<br />

in Civil Plant Operation. One employee,<br />

Everardus Schreurs, is signed into a<br />

Modern Apprenticeship in Road Opening<br />

Trenching and Pipelaying.”<br />

Fulton Hogan North Harbour currently<br />

has over 40 trainees working towards<br />

qualifications which include Civil<br />

Construction Works, Civil Plant Operation,<br />

Pavement Surfacing, Operate Safe Silver<br />

Card, CIGIS, Water Reticulation and<br />

Asphalt Production.<br />

A new face in Nelson<br />

Rosie Goodison is the new Training<br />

Advisor for Nelson. She comes to<br />

<strong>InfraTrain</strong> from Smart Careers, where<br />

she worked as a Modern Apprentice<br />

Co-Ordinator.<br />

A registered assessor with Tranzqual,<br />

Rosie’s knowledge of industry<br />

training and the qualifications<br />

process will put her in good stead<br />

for her new role.<br />

Rosie is looking forward to<br />

supporting trainees and companies<br />

in Nelson and Marlborough.<br />

of Rangiora, winners of the <strong>InfraTrain</strong><br />

Training Award at the recent 2008<br />

Canterbury Contractor of the<br />

Year Awards.<br />

The award aims to recognise the<br />

achievements of a company which has<br />

shown an outstanding commitment to<br />

developing and upskilling its staff.<br />

Fiona Malloch, of <strong>InfraTrain</strong>, Christchurch,<br />

Have you ever wondered how<br />

<strong>InfraTrain</strong> makes sure that all<br />

qualifications are assessed to the<br />

same standards across the<br />

country? Well, that’s where our<br />

Regional Moderators come in.<br />

Regional Moderators perform a quality<br />

assurance role, making sure that<br />

assessment decisions are consistent<br />

across the board. When looking at<br />

assessments they are asking the question<br />

‘Based on the same evidence, would<br />

another assessor make the same decision<br />

as this one?’<br />

Moderation Officer Bruce McCall<br />

explains, “The moderation process is<br />

essential to maintaining the credibility<br />

of <strong>InfraTrain</strong> qualifications. It enables<br />

industry to feel confident in our<br />

assessment decisions – for example, that<br />

an assessor in Whangarei would make<br />

the same decision as one in Invercargill.<br />

The moderation process ultimately means<br />

that <strong>InfraTrain</strong> is offering a quality<br />

product to the industry.”<br />

<strong>New</strong> Qualifications for Surveying<br />

A new National Certificate in<br />

Surveying (Assistant) and National<br />

Diploma in Surveying developed by<br />

<strong>InfraTrain</strong> have been enthusiastically<br />

received by the surveying profession.<br />

These qualifications are the result of<br />

collaboration between <strong>InfraTrain</strong> and<br />

the <strong>New</strong> <strong>Zealand</strong> Institute of Surveyors<br />

(NZIS). Both qualifications have been<br />

developed in response to industry<br />

demand and have attracted a great deal<br />

of interest. Resources are currently being<br />

finalised and both qualifications will be<br />

available for sign up early next year.<br />

The qualifications are relevant to civil<br />

construction and land development<br />

work. Both provide the opportunity to<br />

gain practical skills and knowledge from<br />

industry experts.<br />

The National Certificate in Surveying<br />

(Assistant) is a Level 3 qualification.<br />

It is designed for people entering or<br />

working at assistant level in the land<br />

surveying sector of the surveying<br />

profession. The certificate is completed<br />

through the recognition of relevant<br />

work experience and on-job training.<br />

Student membership of NZIS is available<br />

to enrolled trainees. This qualification can<br />

lead to the Diploma in Surveying (Level 6).<br />

The National Diploma in Surveying<br />

is a Level 6 qualification. It is designed<br />

for survey technicians and provides<br />

the practical skills required for<br />

infrastructure and land development<br />

projects. The diploma can be<br />

completed either through the<br />

completion of workbook activities,<br />

recognition of relevant work experience<br />

and on-job training, or through<br />

full-time or part-time study at an<br />

accredited provider.<br />

The diploma also has an optional<br />

strand in Mine Surveying, which<br />

recognises competence in underground<br />

surveying work. Graduates of the<br />

National Diploma are eligible for<br />

Associate Membership of NZIS (ANZIS).<br />
