development applic<strong>at</strong>i<strong>on</strong>.<br />

The subject four allotments were identified in Council’s 2002 Preliminary Draft Local<br />

Envir<strong>on</strong>mental Plan for medium density development as a proposed 2(d1) z<strong>on</strong>e. This would have<br />

allowed for development <str<strong>on</strong>g>of</str<strong>on</strong>g> two (2) s<str<strong>on</strong>g>to</str<strong>on</strong>g>reys, plus <strong>at</strong>tic, <strong>at</strong> a floor space r<strong>at</strong>io (FSR) <str<strong>on</strong>g>of</str<strong>on</strong>g> 0.75:1. The<br />

plan evolved and <str<strong>on</strong>g>be</str<strong>on</strong>g>came Draft Local Envir<strong>on</strong>mental Plan No. 194. The Draft Plan was finalised<br />
