SEPP 65 Principle 7- Amenity<br />

The apartment layout are generally good. The rel<strong>at</strong>ively deep floor plans cre<strong>at</strong>e some kitchens<br />

which do not receive good n<strong>at</strong>ural light.<br />

SEPP 65 Principle 8 - Safety and Security<br />

Safety and security issues are acceptable.<br />

SEPP 65 Principle 9 - Social dimensi<strong>on</strong>s<br />

The size and mix <str<strong>on</strong>g>of</str<strong>on</strong>g> apartments is acceptable.<br />

SEPP 65 Principle 10 - Aesthetics<br />

The façade designs are acceptable. However, the proposed light/white façade colours will <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

prominent within the c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> the predominantly brick and mid-<str<strong>on</strong>g>to</str<strong>on</strong>g>nal range <str<strong>on</strong>g>of</str<strong>on</strong>g> existing buildings.<br />

The proposed light/white faced colours c<strong>on</strong>trast with, r<strong>at</strong>her than complement, the grey-green<br />

colours <str<strong>on</strong>g>of</str<strong>on</strong>g> he n<strong>at</strong>ural landscaped setting. It is recommended th<strong>at</strong> the external building colours are<br />

in the mid-<str<strong>on</strong>g>to</str<strong>on</strong>g>nal range <str<strong>on</strong>g>of</str<strong>on</strong>g> colours <str<strong>on</strong>g>to</str<strong>on</strong>g> complement the existing n<strong>at</strong>ural and built c<strong>on</strong>text.<br />

Comment<br />

Council’s c<strong>on</strong>sultant Urban Design Officer st<strong>at</strong>ed th<strong>at</strong> “I have examined the amendments from the<br />

white <str<strong>on</strong>g>to</str<strong>on</strong>g> the proposed “crystal palace’ grey-green colour will assist in rel<strong>at</strong>ing the building <str<strong>on</strong>g>to</str<strong>on</strong>g> its<br />

landscaped setting and in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> SEPP 65 this DA should <str<strong>on</strong>g>be</str<strong>on</strong>g> approved.<br />

STATUTORY PROVISIONS<br />

St<strong>at</strong>e Envir<strong>on</strong>mental Planning Policy No. 65 – Design Quality <str<strong>on</strong>g>of</str<strong>on</strong>g> Residential Fl<strong>at</strong><br />

Development<br />

The applic<strong>at</strong>i<strong>on</strong> includes a design verific<strong>at</strong>i<strong>on</strong> st<strong>at</strong>ement by the project architect, Yammie Owusu<br />

(Senior Architect Reg No. 6558) <str<strong>on</strong>g>of</str<strong>on</strong>g> Futurespace Pty Ltd. Mr Y. Owusu has verified he is a<br />

qualified designer and mem<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> the NSW Registr<strong>at</strong>i<strong>on</strong> Board and has designed the proposal in<br />

accordance with the design quality principles set out in Part 2 <str<strong>on</strong>g>of</str<strong>on</strong>g> SEPP 65.<br />

The applic<strong>at</strong>i<strong>on</strong> has <str<strong>on</strong>g>be</str<strong>on</strong>g>en assessed in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the Design Quality Principles set out in SEPP 65.<br />

The design quality principles do not gener<strong>at</strong>e design soluti<strong>on</strong>s but provide a guide <str<strong>on</strong>g>to</str<strong>on</strong>g> achieving<br />

good design and the means <str<strong>on</strong>g>of</str<strong>on</strong>g> evalu<strong>at</strong>ing the merit <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposal.<br />
