Residential Fl<strong>at</strong> Design Code<br />

The c<strong>on</strong>sider<strong>at</strong>i<strong>on</strong>s c<strong>on</strong>tained in the Residential Fl<strong>at</strong> Design Code are as follows:<br />

Rel<strong>at</strong>ing <str<strong>on</strong>g>to</str<strong>on</strong>g> the local c<strong>on</strong>text:<br />

The site enjoys street fr<strong>on</strong>tages <strong>on</strong> three sides, providing multiple access points and a buffer z<strong>on</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

the adjoining site. It has a significant ‘corner’ site character. The trapezoidal shape <str<strong>on</strong>g>of</str<strong>on</strong>g> the site<br />

restricts the siting <str<strong>on</strong>g>of</str<strong>on</strong>g> buildings <strong>at</strong> the southern end <str<strong>on</strong>g>of</str<strong>on</strong>g> Porters Lane, in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> achieving setbacks,<br />

façade alignments parallel boundaries and the like. The site falls approxim<strong>at</strong>ely 5% from Porters<br />

Lane <str<strong>on</strong>g>to</str<strong>on</strong>g> Stanley Street. The new change in level across the site is 1.3 metres. The site is loc<strong>at</strong>ed<br />

near the ridgeline roughly following M<strong>on</strong>a Vale Road. The fall in the site is eastward from Porters<br />

Lane down <str<strong>on</strong>g>to</str<strong>on</strong>g> Stanley Street.<br />

The proposal is split in<str<strong>on</strong>g>to</str<strong>on</strong>g> two floor pl<strong>at</strong>es <strong>on</strong> different levels <str<strong>on</strong>g>to</str<strong>on</strong>g> resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> the n<strong>at</strong>ural grade. The<br />

building is designed as two wings c<strong>on</strong>nected <str<strong>on</strong>g>to</str<strong>on</strong>g>gether over abasement parking. Each wing has a<br />

separ<strong>at</strong>e lift and entrance. Lobby areas are kept rel<strong>at</strong>ively simple. The footprint <str<strong>on</strong>g>of</str<strong>on</strong>g> the building is<br />

gener<strong>at</strong>ed by the shape <str<strong>on</strong>g>of</str<strong>on</strong>g> the site with setbacks <str<strong>on</strong>g>to</str<strong>on</strong>g> all sides.<br />

The proposal is sited over four separ<strong>at</strong>e allotments and will require land amalgam<strong>at</strong>i<strong>on</strong>. This<br />

amalgam<strong>at</strong>i<strong>on</strong> will result in a site with three street fr<strong>on</strong>tages which is capable <str<strong>on</strong>g>of</str<strong>on</strong>g> accommod<strong>at</strong>ing the<br />

proposed density <str<strong>on</strong>g>of</str<strong>on</strong>g> five s<str<strong>on</strong>g>to</str<strong>on</strong>g>reys (C<strong>on</strong>diti<strong>on</strong> No. 86).<br />

The building envelope, in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> building height, floor area, depth and setbacks, is s<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry<br />

having regard <str<strong>on</strong>g>to</str<strong>on</strong>g> the desired future character <str<strong>on</strong>g>of</str<strong>on</strong>g> locality. This is discussed in more detail <str<strong>on</strong>g>be</str<strong>on</strong>g>low.<br />

Site analysis:<br />

A site analysis was submitted indic<strong>at</strong>ing how the proposal is s<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> building edges,<br />

landscape resp<strong>on</strong>se, access and parking and building performance.<br />

In terms <str<strong>on</strong>g>of</str<strong>on</strong>g> site c<strong>on</strong>figur<strong>at</strong>i<strong>on</strong>, the proposal will ensure adequ<strong>at</strong>e areas for priv<strong>at</strong>e and comm<strong>on</strong> open<br />

space and deep soil landscape areas.<br />

The orient<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the development ensures adequ<strong>at</strong>e solar access <str<strong>on</strong>g>to</str<strong>on</strong>g> habitable areas and priv<strong>at</strong>e<br />

open space <str<strong>on</strong>g>of</str<strong>on</strong>g> the subject development and <str<strong>on</strong>g>to</str<strong>on</strong>g> the adjoining villa development <str<strong>on</strong>g>to</str<strong>on</strong>g> the north <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

subject site. The proposed development provides an appropri<strong>at</strong>e fr<strong>on</strong>tage <str<strong>on</strong>g>to</str<strong>on</strong>g> Lynbarra Avenue,<br />

Porters Lane and Stanley Street.<br />

The merits <str<strong>on</strong>g>of</str<strong>on</strong>g> the applic<strong>at</strong>i<strong>on</strong> with respect <str<strong>on</strong>g>to</str<strong>on</strong>g> s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er management, access and privacy are<br />

discussed <str<strong>on</strong>g>be</str<strong>on</strong>g>low.<br />
