Global English/Local English: The Globalization of English and its Implications for Teachers and Learners in Taiwan Ian Clarke, Ph.D. Assistant Professor Department of Applied English Kainan University Abstract In this article I will examine the changing nature of the relationship between power and English within the context of globalization, and the implications of this relationship for language teachers and learners in Taiwan. Critical theory has provided us with important conceptual tools for analyzing the relationship between language standards and power. In particular, Foucault’s understanding of discourse and Bourdieu’s concept of ‘cultural capital’ have been often used by sociologists and linguists to deepen our knowledge of this important subject. From this viewpoint it can be seen that language learning is not simply as the acquisition of value-neutral knowledge, but as part of a discourse on legitimate and illegitimate forms of language closely related to systems of difference and power. Historically English education has been strongly associated with normative standards for correct English, related to systems of colonial and neo-colonial dominance of non-native speakers. In fact it the widespread current usage of English and the growing acceptance as English as a de-facto international language can be seen as a direct result of its historical mobilization in these colonial and neo-colonial political projects. This usage of English as an international language under Globalization is however fundamentally altering the nature and usage of the language. Global power relations are changing so that Anglo-US language standards are loosing there influence over much (though by no means all) discourse in/on English in the world. In countries where English has become established as a common second language, localized forms of English are increasingly loosing their stigma, and are seen, by their speakers at least, as perfectly legitimate forms of communication. At the same time, the use of English as a common medium of the international exchange of information has increasingly -19-
