Opportunities <strong>for</strong> <strong>Women</strong><br />

The <strong>United</strong> <strong>States</strong> is strongly committed to<br />

increasing economic opportunities <strong>for</strong> women,<br />

both at home and throughout <strong>the</strong> world.<br />

Giving women a greater stake in <strong>the</strong> economy <strong>of</strong> <strong>the</strong>ir<br />

countries enables <strong>the</strong>m to contribute to <strong>the</strong>ir own<br />

financial stability and to that <strong>of</strong> <strong>the</strong>ir families in whatever<br />

ways <strong>the</strong>y choose. As President Bush also noted<br />

on International <strong>Women</strong>’s Day in 2004, “The economic<br />

empowerment <strong>of</strong> women is one effective way to<br />

improve lives and to protect [human] rights.”<br />

The <strong>United</strong> <strong>States</strong> reaffirmed its belief in <strong>the</strong><br />

importance <strong>of</strong> economic opportunities <strong>for</strong> women at<br />

<strong>the</strong> recent G-8 Forum <strong>for</strong> <strong>the</strong> Future, where <strong>the</strong><br />

world’s leading developed countries declared that<br />

“equality between men and women as well as access to<br />

global in<strong>for</strong>mation technology are crucial to modernization<br />

and prosperity. A better-educated work<strong>for</strong>ce is<br />

a key to active participation in a globalized world. We<br />

will focus our ef<strong>for</strong>ts to reduce illiteracy and increase<br />

access to education, especially <strong>for</strong> girls and women.”<br />

U.S. programs designed to advance women’s economic<br />

empowerment are numerous. They range from<br />

programs that promote women’s legal rights to rural<br />

programs that support sustainable development and<br />

resource management. Taken toge<strong>the</strong>r, <strong>the</strong>se programs<br />

demonstrate America’s desire to enable women, no<br />

matter where <strong>the</strong>y live, to have a chance to be free <strong>of</strong><br />

poverty. U.S. initiatives also include funding <strong>for</strong><br />

microenterprises and access to financial and business<br />

services, promoting economic freedom policies bilaterally<br />

and multilaterally, and encouraging developing<br />

countries to institute re<strong>for</strong>ms that will unleash greater<br />

economic opportunities <strong>for</strong> women and men alike.<br />

One important policy re<strong>for</strong>m would give women<br />

an equal right to own and inherit property and gain<br />

access to credit and business in<strong>for</strong>mation. “In too many<br />

countries, women have little hope <strong>of</strong> advancing economically<br />

because <strong>the</strong>y lack <strong>the</strong> basic right to own, and<br />

<strong>the</strong>re<strong>for</strong>e sell, property,” says Ambassador Ellen<br />
