Changes in long-term debt are primarily related to issuances and payments <strong>of</strong> current principal requirements and issuance <strong>of</strong><br />

the General Obligation Refunding Bonds <strong>of</strong> <strong>2012</strong> that refunded $97,925 in debt. See Note II. B. 8. for additional<br />

information about changes in long-term debt.<br />

Economic Environment and Fees and Rates<br />

Economic Environment<br />

The national economic recession resulted in economic concerns and issues for the <strong>City</strong>. However, beginning in May, 2010<br />

tax revenues began to show improvement and have surpassed expectations during 2011 and <strong>2012</strong>.<br />

Fees and Rates<br />

The <strong>City</strong> utilities trusts increased water and wastewater base charge utility rates and a volume rate change <strong>of</strong> 4% effective in<br />

October, 2011. The golf courses increased cesedgee green fees effective ec April, <strong>2012</strong> having little affect on the comparision o <strong>of</strong><br />

revenues from 2011 to <strong>2012</strong>.<br />
