38 Corporate Support and Development
Strategic objectives • Provide high quality, relevant and timely advice to Government. • Provide high quality, efficient and effective support services across the organisation. • Identify service development opportunities and submit appropriate proposals to Government. • Increase community awareness and understanding of forensic mental health issues. Challenges • Manage the increasing demand for services without compromising the quality of services and care. • Ensure that forensic mental health is sufficiently resourced to meet the continued and increasing demand for services from the criminal justice and general mental health systems. • Fully implement program changes to meet the full spectrum of offender need. How we plan to succeed in <strong>2006</strong>-2007 Our plans include – Meeting service demand – • Review organisation-wide practices to optimise the organisation’s ability to respond to increasing service demand. • Subject to the requisite planning approvals, develop 18 additional secure inpatient beds to increase capacity of Thomas Embling Hospital on an interim basis. • Work collaboratively with an identified public mental health service and the Department of Human Services as required, to contribute to the planning of a combined secure extended care facility to build on the commitment by Government to ‘increase bed capacity at Thomas Embling Hospital’. • Continue to pursue the development of a more rational and effective mental health service for men and women in the Victorian prison system. • Continue to advocate for the expansion of the Community Forensic Mental Health Service. Develop service sustainability – • With the approval of Monash University, establish a Centre for Forensic Behavioural Science, in the School of Psychology, Psychiatry and Psychological Medicine, in a partnership arrangement between <strong>Forensicare</strong> and Monash University. • Offer the Certificate in Forensic Behavioural Science and the Post Graduate Diploma in Forensic Behavioural Science on an ongoing basis, commencing in the 2007 academic year. Quality improvement initiatives – • Continue to participate in the development and implementation of benchmarking initiatives with other Australian jurisdictions. • Commence preparations for the Australian Council on Healthcare Standards organisation-wide survey in August 2007, encompassing the introduction of EQuIP Version 4. • Consolidate and further develop organisational (including financial) risk assessment and management systems, including new organisational governance compliance requirements. Information Technology – • Under the auspice of the Information Management / Technology Council Committee, develop an Information Technology Strategic Plan. • Subject to funding, continue the redevelopment of information technology based management systems for operational, planning and research purposes. Consolidating and Strengthening Clinical Programs – • Complete the training of all clinical staff in offending issues and dual diagnosis. • Finalise the implementation of the patient/client assessment protocols. • Complete the implementation of identified program developments. 39
